Applied for card in october still have not received.internet

On November 2 I applied for a credit card with this company, They said I was approved for a credit line of 1,000 they also debited 39.00 off of my credit card. Today is December 19 and I have yet to receive this card. Spoke with someone week before last and was told that the cards have already been sent, tried calling last week and the phone system was being upgraded. Tried this morning and of course the office is conviently closed. Also sent them an email and got an automated response stating that due to circumstances beyond there control they are not accepting new applications and if I wanted a refund to contact the credit card company that I used to request a refund. Sounds like to me this company has finally got caught and are trying to cover up there illegal practices. Seems like they are spending the money that they ripped off from all of the people that applied for this worthless card. I hope that your conscience bothers you (doubt it) that your company has ripped off so many hard working people. Because of this I was not able to buy christmas for my daughter. Just remember what goes around comes around.
