Target Corporation Target National Bank - Not Crediting Payments to Available Balance

Target National Bank (bank owned by Target Corporation) isn't crediting a payment I made on my Target Visa to my available balance. I had a balance on my card and paid the entire balance off two weeks ago and it still isn't reflected in the available. Whats amazing is that after I made the payment I made another purchase with the card for around $25 and paid that off online the next day. That payment IS REFLECTED in the available but not the big payment to pay off the account.

I paid off the card in early October because I planned to make a big purchase in electronics and wanted the 5% discount you get for using their card. So I'm at the register a full WEEK after I made my giant payment and my card is declined! I am embarrased to say the least since I take very good care of my credit. I called Target but after getting their India customer service gave up and sent a message through the website. They replied:

"I can understand your concern! I'm sorry for any embarrassment you experienced at the register. We posted your payment to your account when we received it on October XX, but we haven't added the payment amount back to your available credit yet. We don't have a specific date when your available credit will be adjusted, but you can check your account details online 24 hours a day, 7 days a week. Thanks for your patience!"

(Remember - This is a full week after I made the payment and the money was taken from my bank account).

So I send a reply asking when I can expect it to be reflected since I want to buy the new TV set. They replied:

"As we mentioned in our previous message, you may not see an immediate adjustment of your available credit after the funds have been deducted from your bank account. We understand that this is an inconvenience, however, our terms of agreement state: "Payments are posted to your Account in a timely manner as required by law. However, we may delay restoring your available Credit Limit in the amount of the payment to make sure we receive the funds." All accounts may be subject to this policy and we're not able to manually increase the open-to-buy. We don't have a specific date when your available credit will be adjusted, but you can check your account details online 24 hours a day, 7 days a week. This was seven days ago last weekend. Here it is the following weekend a FULL TWO WEEKS after the payment was made and STILL it's not reflected on my available credit. Meanwhile a small payment I made five days afterwards is reflected. I'm not sure what Target is doing but I am not happy about it. I've tried calling again to the TNB number in South Dakota but get no answer so now I'm scouring the internet looking for senior officer emails at their corporate office in Minneapolis. If this balance isn't reflected properly in the next few days I'll just close the account I have plenty of credit cards and despite being a native of Minneapolis who is very loyal to Target I'll just use my Walmart card instead. I find it to be very poor customer service to be quoted the terms of service in an email like I was when I've had a Target card for over ten years and have NEVER had something like this happen before. I spend alot of money at Target every year and I'm very disappointed.
