Lied to me saying it would be a credit card and it was not also stating it could be used any where visa or mastercard is accepted

I recieved a letter stating that i had been approved for a visa/mastercard and all i had to do was send in thirty-seven to receive a platinum visa card with a credit limit of ten thousand dollar. The listed below statement is what got me.

I guess this scam final made it to New Orleans Louisiana.
