IRS Refund Check Kept After Account Number Mismatch

Bank Of America, Stole My daughter IRS Check in the sum of $4785,00.
The IRS say that they, Bank Of America received the check and cashed it.
Bank Of America admit they received it, and my daughter name was on the check but the account number was off by two numbers, so they kept the check for themselves, because the ACH do not go by name but account numbers and they cannot refund it to her.
They say they was sorry, case close
