Took money out of my account and wont give it back this was an unauthorized transaction

I delivered to get a disc for $1.98 to protect shipping on the google home based business. I obtained the disc plus they have now been getting cash from my bill. I'd to shut my account. However they still owe me $38.84 they stated they'd return me but I'venot noticed the cash however. Each time I attempt to contact I obtain a saving.
