There was an unknown charge on my credit card. I have been unable to reach these people and I did not authorize any deduction

They have deducted 39.85 from my account without my permission. I have not been able to locate them. I am on a very very tight budget and I will not be able to pay my electric bill unless I get this money back. I need help
