Ripoff fraud business

I Received a letter in the mail stating that i was aproved for a credit carded that had credit limit of $5,000.00 i sent them the $49.00 to have it get to me faster but it never got here so i called my bank to see if the check had been cashed and the bank said it was cashed on sep, 16 2002.
