Persistantly contacting me by mail but never returns calls Ripoff

I am persistantly receiving letters from Joseph, Stavens & Associates regarding a bill. I have tried to contact the company on numerous occasions to set up arrangements to pay the bill in question without success. I've left numerous messages and have never heard from anyone regarding the account. I tried to talk to the company the money is owed to and they said they can not believe that I have been unsucessful in contacting the company and that the company is set up that I can only make payments to Joseph, Stevens & Associates. Now the company wants to take on responsibility of collecting money owed to buisnesses yet refuses to return calls placed by the people owing the money.
