Mastercard Tribute ripoff

I was sent a tribute card and was told to send a 20.00 deposit before I could use it. I sent the 20.00 to the address they gave me. They said it would be 7to 10 days before I could use the card. It has been a month and I still cannot use the card and when I call I can never reach anyone.

I placed a order online and the company did not have the item in stock i then canceled the order this was in June! In mid August this company said they sent out my item and charged this tribute card
