N.A.P.P. Fraud check sent to me. Ripoff

I recieved a letter stating I had won a lump sum payment of $45,500.00. They sent me a check for $1,985.00, very real looking check watermarks and all. I have tried to call the phone number on the letter, all I get is a recording saying the lines are all busy. I'm trying to contact the bank, so far no luck.
