Ripoff

I recieved a Guarantee approval letter saying i was approved for a credit card for a $5000. Limit. That i just needed to send in my 39.00 membership fee... I did this on March 6th and it is now April 20 and i still have not recived my card... There is no number to call. Just a address.

I did receive a call from the company saying my card was being mailed out but they tried to sell me another offer for $19.99 for coupons and discounts for travel, hotels and resorts stays... I turned it down... But i still have not recived my card and i am just wondering if i got ripped off for $39.00?
