Question About Whether Customer Protection Guarantee Is Honored

Do eBay and PayPal back up the customer protection guarantee?

I am posting here a follow-up on my experience and others' in one week, after the companies have had a chance to decide whether they will protect a long-term customer from fraud on their websites.
