Guaranteed a $10,000 credit card, Paid them $37 and now they won't refund the money. Ripoff!

Co. Avertised a visa card pre-approved for $10,000. Card was not a Visa or Master Card, I sent them $37 that was guaranteed refund if not satified. I returned all info they sent and submitted written request for refund. Was told it would take 10 working days for refund, that was 6 weeks ago. Have not heard a thing since. Web site has bogus alert on it. Can you help, as I am on disability and can't afford to get ripped off.
