1: National Awards Advisory Center, 2: APR Registrar Misleading, maybe to the point of mail fraud?

On June 20 I received a letter from APR Registrar informing me of a winfall I won totalling $1,900, 00 in cash and prizes, but they needed $19.99 to complete paperwork and sned me the reports.

The next day, June 21 I received almost the exact letter from National Awards Advisory Center telling me the same winfall and asking for the same money.

I am glad this report is here, otherwise, I would be another sucker on the statistic line!
