Scammed me out of a loan and 3000 dollars Charleston South Carolina

They promied me an 11,000 dollar loan and made me pay 3000 dollars up front. I borrowed the money from my little sister and now they have diappeared. I was already in a desperate circumstance when this happened, and now my situation is beyond desperate. This has ruined me and now my little sister!!!
