Managers two pit bulls off leash and unsupervised attacked mine on apartment property

I was walking my dog on the property near the back exit one morning, and saw a Pit Bull running across the driveway. Next thing I knew, ANOTHER Pit Bull was running straight toward me and my dog, and attacked my dog who was ON A LEASH!!! Then the first Pit Bull I had seen joined in!!! I was screaming at the top of my lungs, "Somebody please help! Help!!!" and trying to beat the two Pit Bulls off of my dog, and she was trying to fight back, but even though she's also part Pit, she couldn't put up a fight against two other full-grown Pitts! So I kept screaming and kicking and hitting the two dogs as hard as I could, and I have NO idea how I didn't get bitten.

Finally, I saw a maintenance guy, another man, and a woman with a rifle running my direction.By that time I was completely exhausted and one of the dogs had my dog pinned down on her back and was holding her throat in its jaws, so the three of us were able to finally pull them apart. The maintenance guy called 911 on my cell phone (which had somehow ended up about 30 feet away) while holding one of the dogs to the point that it was choking. Then we saw a car drive up and the male driver got out, screaming, "Let 'im go! Let 'im go!" Both of the dogs got in the car.

We then learned that the driver was the boyfriend of the apartment manager, Joanne (Jo), and that the two Pit Bulls belonged to her. (He also said that he hated the dogs and hoped animal control would come put them to sleep for attacking my dog.) He told us they had left them in a field outside of the apartment complex while he gave Jo a ride to work, and when he got back they were gone! To make an even longer story short, the boyfriend, my dog, and I all ended up in the management office with Jo, and she did not say one word to me.

I knew Animal Control was on the way, but I was worried about my dog, who was bleeding a lot on her rear end, and wanted to get her to see a vet, so I left.By that time my boyfriend had arrived home from work so he drove us to the vet. When we got back from the vet, my boyfriend took the invoice to Jo, who made a copy of it and told him her "roommate" (boyfriend) was going to give us the money because he's the one who had them off the leash and left them. My boyfriend then mentioned the fact that he also needed to be reimbursed for the time he had had to take off of work. Jo said, "Do you guys KNOW the rules here?" And my boyfriend responded, "Yes, it's a $250 fine for having your dog off the leash on the property. For each dog." She threw up her hands and turned and left the room, saying, "Fine, if you want to deal with it that way, fine!" My boyfriend left. (This all happened on a Sunday morning.)

I called the police to make a formal police report at this time, knowing that it would need to be done in order to pursue legal action. I got in contact with the Animal Control officer who had been there shortly after I left for the vet, and here's the clencher:

She informed me that jo had told her that both of the dogs' owners lived in the apartment complex and they had already worked out payment for the veterinary bills!!!

Which is called LYING to a POLICE OFFICER.

On Monday, my boyfriend contacted Keena, the head manager. She said it was the first she'd heard about the incident and she'd be getting back to us. She failed to get back to us until my boyfriend called her a week and one day later.

At that point, she basically made it clear that nothing would be done about the fact that:

Two dogs were off the leash on the apartment property. The dogs belonged to one of the apartment managers. No fine will be enforced. She will not do anything to right this situation. Jo has still not apologized. And she said we don't have a case to pursue legal action. We will see about that one.
