Wealth Intelligence Group Ripoff in early to mid 2005

I submitted a report May 11 about how Russ Whitney's Wealth Intelligence Group conned myself and my wife out of about $13K. I never did anything about because I really didn't know how to start or have the energy to fight with these people any longer. I'm wondering what the statute of limitations for this is and whether or not I can begin filing complaints with whatever agencies I need to. I hope I've not waited too long. Any information would be greatly appreciated
