Progressive Leasing

Progressive Leasing is the Draper, Utah lease-to-own service (Prog Leasing, LLC, part of PROG Holdings, Inc.) that retailers offer at checkout; the company says leases run up to 12 months, can be cancelled at any time, and cost more than the retailer's cash price. A federal court entered a stipulated FTC order on April 22, 2020 with a $175 million judgment and no admission or denial of the allegations, and a January 2024 Pennsylvania Attorney General settlement followed. This page lists the company's own cancel, return and early-purchase routes, regulator and court records, and BBB, Trustpilot and CFPB figures as displayed on October 7, 2026.

Progressive Leasing: how to contact, cancel, return, buy early and complain (checked October 7, 2026)

Progressive Leasing is the lease-to-own service that many retailers offer at checkout, in store, online or through its app. The company says it has no stores of its own: it buys the item from the retailer and leases it to the customer. The routes below come from the company's own pages, opened on October 7, 2026, and from federal agency pages.

  • Contact. The Contact Us page lists 877-898-1970 with hours of Monday to Friday 8am to 7pm Eastern and Saturday and Sunday 10am to 6pm Eastern. The Help Center article on who to contact gives the same number with Monday to Friday 10 a.m. to 7 p.m. (EST) and weekends 10 a.m. to 6 p.m.; the two pages show different weekday opening hours. Account details, payments and the payment schedule are available in the Progressive Leasing app and the customer portal (My Account).
  • Cancel. The Help Center article 'Can I cancel my lease?' says: 'You can cancel your lease at any time. You have the right to return the items to Progressive Leasing without additional charge or penalty, and you will owe nothing further except unpaid lease-to-own costs. To cancel your lease call us at (877) 898-1970.'
  • Return an item. The article 'Are returns allowed?' says to contact customer service at (877) 898-1970: 'Progressive will evaluate the product to determine the proper course of action. The item could be returned through the retailer you selected or sent directly to Progressive Leasing.' Keep proof of any return or shipment.
  • Defective, damaged or wrong item. The Help Center says to contact customer service, which will 'evaluate the product to determine the proper course of action, which may include repair or replacement.'
  • Buy early. The Help Center says the standard agreement 'offers 12 months to ownership', that the 90-day option (3-month in California) is 'the least expensive lease-to-own purchase option', and that '90-day and other early purchase options cost more than the retailer's cash price (except 3-month option in CA).' It also says 'To purchase early or to cancel your lease, you must call 877-898-1970. Retailers cannot activate early purchase options.'
  • Cost. The home page notice states: 'Ownership by rental/lease agreement with Progressive Leasing costs more than the retailer's cash price.' The Help Center describes a cost estimator and says 'your actual terms and pricing details may vary based on approval.' The FTC's consumer page on rent-to-own says 'you might pay twice as much as you would if you paid with cash' under some plans and advises: 'Always get a copy of the contract and keep good records of the payments you make.'
  • Credit reporting. The Help Center says Progressive Leasing 'do[es] not currently report lease-to-own applications to credit bureaus' and that it 'may report information about your lease to consumer reporting agencies, but we are not required to do so', so 'Late payments, missed payments, timely payments, or other defaults on your lease may ... be reflected in your credit report.'
  • If the problem is not resolved. You can report to the FTC at ReportFraud.ftc.gov (the route the FTC's rent-to-own page gives), contact your state attorney general or state consumer protection office (the FTC page notes that most states have specific rent-to-own and lease-to-own laws), file a complaint with BBB. For a problem that concerns a financial product or service you can also try the CFPB complaint portal at consumerfinance.gov/complaint; the CFPB's page says that if another agency would be better able to assist, it sends the complaint to that agency, and this site has not established whether the CFPB accepts disputes about lease-to-own merchandise. USAGov's page 'State attorneys general' (usa.gov/state-attorney-general) helps you find your state's attorney general. This site does not say whether any agency will take a particular complaint.
  • FTC refund checks. The FTC's refund page (dated September 2025) describes a second round of checks sent to people who cashed the first check and paid Progressive Leasing $616.62 or more, says to cash a check within 90 days and gives the refund administrator's number as 1-877-625-9449; the page describes no claim form.
  • 2023 data-incident settlement. The official settlement website says the response deadline expired on January 22, 2026, and gives 1-888-453-0434 and [email protected] for case questions; details are in the litigation section below.

This page covers Prog Leasing, LLC (Progressive Leasing). It does not cover auto insurers or other companies with similar names.

FTC order, FTC compliance request and Pennsylvania Attorney General settlement

FTC order, April 2020. On April 20, 2020 the FTC filed a complaint against Prog Leasing, LLC, also doing business as Progressive Leasing, in the U.S. District Court for the Northern District of Georgia (Civil Action 1:20-cv-01668) together with a proposed stipulated order. The FTC alleged that Progressive Leasing misrepresented that buyers would pay only the advertised retail, cash or 'same as cash' price, when the FTC says consumers who made all scheduled payments typically paid about twice the retail price; the FTC's business blog also says Progressive received more than 15,000 complaints in one 15-month period. The court entered the Stipulated Order for Permanent Injunction and Monetary Judgment on April 22, 2020. In the order the defendant 'neither admits nor denies any of the allegations in the Complaint, except as specifically stated in this Order.' The order enters judgment of $175,000,000 for equitable monetary relief and permanently enjoins misrepresenting 'costs, including the total cost to own any item; fees; charges' in marketing or selling rent-to-own goods and services. PROG Holdings' 2025 Form 10-K says Progressive Leasing did not admit any violations and agreed to enhanced disclosures, expanded monitoring of its point-of-sale partners and compliance reporting on request.

FTC refunds. The FTC's refund page says it first sent payments in June 2021, 'which resulted in more than $143 million in refunds', and, because money remained, is sending 1,221,146 further checks totaling more than $27 million to people who cashed the first check and paid Progressive Leasing $616.62 or more; the page is dated September 2025 and gives the refund administrator's number as 1-877-625-9449 and asks recipients to cash checks within 90 days. If you did not get a check, the FTC page is the place to check current status; this site cannot tell whether any particular payer was eligible.

FTC compliance request, 2024. PROG Holdings' filings say that during the third quarter of 2024 Progressive Leasing received a written request from the FTC to evidence its compliance with the 2020 settlement, including information about customer complaints and advertising and marketing materials, that the request was not a civil investigative demand, and that the company cooperated. No outcome is stated in the 10-K for 2025 or the 10-Q for the quarter ended June 30, 2026.

Pennsylvania Attorney General, 2022 to 2024. The company's 2023 Form 10-K says that on August 25, 2022 the Pennsylvania Attorney General filed a complaint against Progressive Leasing in the Philadelphia County Court of Common Pleas alleging that it operated in Pennsylvania in violation of the Pennsylvania Rental Purchase Agreement Act by failing to disclose certain terms and conditions of rent-to-own transactions on 'hang tags' physically attached to merchandise; that Progressive Leasing 'believed the Pennsylvania Attorney General's claims were without merit'; and that it entered a settlement agreement in January 2024 under which the Attorney General agreed to release its claims, with the court approving it on January 26, 2024, 'resulting in a $1.0 million settlement' (the company also says it accrued $1.0 million). Other sources describe the amounts differently, and this page does not add or reconcile them. BBB's profile (which displays the matter under 'Government Actions' with the heading 'Pennsylvania vs Prog Leasing, LLC') summarizes the Attorney General's announcement: settled January 25, 2024; the Attorney General 'will distribute $850,000 in restitution to eligible consumers'; Progressive 'will cancel balances for 972 consumers who entered into rental purchases prior to September 8, 2022'; affected consumers 'do not need to take any action'. The American Bar Association's Business Lawyer review of 2024 alternative financial services developments (a secondary source) says Progressive 'agreed to pay $950,000 in penalties and consumer restitution' and to comply with the Pennsylvania rent-to-own law. In a March 3, 2025 release the Attorney General's office said it 'returned nearly $3 million to consumers through settlements with Community Loans of America and Progressive Leasing'; the release does not give Progressive Leasing's share. The Attorney General's own 2024 settlement release and the court filing could not be opened on 2026-10-07 (the office's site returned a 403 error for its search and 'page not found' for the release addresses tried), so the court docket number is not stated here.

Other state activity. The 2025 Form 10-K says state attorneys general 'have from time to time directed investigations, regulatory initiatives and/or legal actions toward us, our industry, or certain companies within' the industry. No other Progressive Leasing enforcement action was identified in the sources checked on 2026-10-07 (FTC case and refund pages, Pennsylvania Attorney General pages that could be opened, BBB, the CFPB database lookup and PROG Holdings' SEC filing list, where the filings after the July 30, 2026 Form 10-Q included an August 5, 2026 Form 8-K announcing a dividend); this is not a statement that none exists.

Who runs Progressive Leasing and how the lease works

Who it is. Prog Leasing, LLC does business as Progressive Leasing and is the Progressive Leasing segment of PROG Holdings, Inc., a Georgia corporation whose principal executive offices are at 256 W. Data Drive, Draper, Utah (2025 Form 10-K cover). PROG Holdings was formerly Aaron's Holdings Company, Inc.; the 10-K refers to 'the spin-off of The Aaron's Company on November 30, 2020', and the FTC's April 2020 blog identified Aaron's, Inc. as Progressive Leasing's parent at that time. The company says it introduced virtual lease-to-own in 1999 (company statement); BBB shows the business started on May 24, 2000 and the BBB file opened on November 22, 2004.

How the lease works. The 10-K says the customer 'has the option to acquire ownership of merchandise over a fixed term of up to 12 months' by making weekly, bi-weekly, semi-monthly or monthly lease payments, may cancel at any time without penalty by returning the merchandise, and receives ownership if the lease runs the full term or an early purchase option is used. The How It Works page lists what an applicant needs (Social Security number or ITIN, bank account details, a credit or debit card, and being 18 or older), says approvals are good for up to 90 days, that the initial payment is collected when the lease is signed, and that 'Your next payment will not be due until at least 10 days after you receive your merchandise.' The company says no credit history is needed but that it obtains credit bureau information and 'Not all applicants are approved.'

Where it operates. The 10-K says approximately 24,000 third-party point-of-sale partner locations and e-commerce sites in 45 states, the District of Columbia and Puerto Rico; the company's pages say the offer is 'Not available in MN, NJ, WI.' Progressive Leasing accounted for about 96 percent of PROG Holdings' 2025 revenue.

Sister businesses. PROG Holdings also owns Four Technologies, Inc. (a buy-now-pay-later app), MoneyApp (a cash-advance app), and, since its acquisition on January 2, 2026, Purchasing Power (a voluntary employee-benefit purchasing program). The 10-K says PROG Holdings sold substantially all of the loan portfolio of Vive Financial on October 20, 2025 and began winding down Vive's operations. These are separate businesses with their own terms; complaints about them are not complaints about the Progressive Leasing lease.

Terms. The Terms of Use (last updated June 21, 2023) apply to Progressive Finance Holdings, LLC, Prog Leasing, LLC, Approve.Me LLC and their affiliates and say that if you are in default you 'consent to receive debt collection emails at any time of the day or night' from the company and its collection service providers. The lease agreement itself is the document that controls your payments, early purchase pricing and fees; read the copy you signed.

Progressive Leasing complaint record: BBB, Trustpilot, CFPB database and this site (as displayed October 7, 2026)

BBB (BBB profile for Progressive Leasing, LLC, Draper, UT, as displayed on October 7, 2026): rating A+, 'NOT BBB Accredited', 416 total complaints in the last 3 years and 165 closed in the last 12 months; the customer-review tab shows 1.19 out of 5 stars with an average of 83 customer reviews. BBB notes that profiles generally cover a three-year period and that 'the nature of complaints and a company's responses to them are often more important than the number of complaints.' The profile carries one 'Government Actions' alert (the Pennsylvania matter above).

Trustpilot (as displayed on October 7, 2026): TrustScore 4.1 from 2,190 reviews, with 280 reviews in the last 12 months. The profile is claimed (February 2023) with a paid Trustpilot subscription, Trustpilot says the company has 'No recent history of asking for reviews' so reviews 'may not be representative', and it shows 'Replied to 44% of negative reviews'.

CFPB complaint database (queried October 7, 2026): a lookup of company names in the database returned no entry named Progressive Leasing or Prog Leasing. It returned an entry for the parent, Prog Holdings, Inc., with 73 complaints received between April 3, 2024 and October 1, 2026 (42 with a received date on or after October 7, 2025); 72 are shown as closed with explanation and one as closed with monetary relief. The products listed are mainly 'Payday loan, title loan, personal loan, or advance loan' (45), 'Credit card' (19) and 'Debt collection' (4); the records returned by the database interface include no consumer-narrative text, and the entry does not say which PROG Holdings business each complaint concerns, so these figures are not counted as Progressive Leasing lease complaints. The query is reproducible in the database at consumerfinance.gov by filtering on the company name Prog Holdings, Inc.

This site's archive. One approved post from 2013 is about a Progressive lease-with-purchase arrangement: the poster alleges that after returning two phones bought on the lease the refund was still outstanding near the end of the contract. Two 2012 posts are about Mattress Firm purchases and mention Progressive's financing as the payment arrangement. These are unverified consumer accounts and are shown as allegations; three posts are too few to describe any trend.

The BBB, Trustpilot and CFPB figures come from different sources with different methods and are not added together or compared.

Court and litigation record: data-incident class action and other matters

2023 cybersecurity incident: In re Progressive Leasing Breach Litigation. PROG Holdings says Progressive Leasing had a cybersecurity incident in the third quarter of 2023 involving data that included 'a substantial amount of personally identifiable information, including social security numbers', and that affected customers and individuals were notified. The resulting lawsuits were consolidated in the U.S. District Court for the District of Utah (Case No. 2:23-cv-00783-DBB-CMR). The official settlement website (plsettlement.com, as displayed on October 7, 2026) describes a settlement fund of $3,250,000 and says the defendant 'denies any allegation of wrongdoing'. The court's Final Approval Order of February 6, 2026 (Document 95) repeats the $3,250,000 fund, awards class counsel $1,083,333.33 in fees and $19,270.31 in costs, and dismisses the matter with prejudice while reserving jurisdiction over enforcement of the settlement. The 2025 Form 10-K rounds the amount to $3.3 million and says the full amount 'will be paid' by the company's cybersecurity insurance (statement as of December 31, 2025).

Claims are closed. The settlement website says 'The response deadline expired on January 22, 2026.' It listed four benefits for class members who submitted a valid and timely claim form: reimbursement for documented losses, a California statutory payment, a residual cash payment and credit monitoring, and said submitting a claim form by January 22, 2026 was the only way to receive a payment or credit monitoring. Case questions go to the administrator, CPT Group, Inc., at 1-888-453-0434 or [email protected] (both from the settlement website).

MoneyApp case. In October 2025 a putative class action (Sterling Kelly v. Prog Services, Inc. d/b/a MoneyApp) was filed against the MoneyApp cash-advance business, alleging violations of the Military Lending Act and the Truth in Lending Act over an optional expediting fee; it was removed to the federal District Court of Utah in November 2025 and the company says it will contest it. It concerns MoneyApp, not the Progressive Leasing lease.

Commercial dispute. The 10-Q for the quarter ended June 30, 2026 says that in June 2026 Progressive Leasing settled a commercial dispute over certain intellectual property matters, without admitting liability and expressly denying wrongdoing, with a charge of about $4.8 million. It is not a consumer case.

The company's filings say it believes it has meritorious defenses to the matters it describes. Lawsuits and regulator complaints are allegations until decided; the FTC and Pennsylvania matters above ended in settlements.

Is Progressive Leasing Legitimate?

Prog Leasing, LLC (Progressive Leasing) is a business of PROG Holdings, Inc., a company that files annual and quarterly reports with the SEC (latest 10-K for 2025 filed February 18, 2026; latest 10-Q for the quarter ended June 30, 2026 filed July 30, 2026) and gives a Draper, Utah address that BBB, Trustpilot and the SEC filing share. BBB displays an A+ rating, shows the business as not BBB Accredited, and lists 416 complaints in the last 3 years. The record also includes a federal court order of April 22, 2020 entered on settlement with the FTC (judgment of $175,000,000, no admission or denial of the allegations), an FTC compliance request in 2024, and a January 2024 Pennsylvania Attorney General settlement. This site offers no rating or verdict of its own. The FTC alleged that Progressive Leasing misrepresented that consumers would pay only the advertised retail, cash or 'same as cash' price. The court entered the Stipulated Order on April 22, 2020. In it the defendant 'neither admits nor denies any of the allegations in the Complaint, except as specifically stated in this Order.' Judgment of $175,000,000 was entered in favor of the Commission as equitable monetary relief, and the order permanently bars misrepresenting costs, including the total cost to own an item, and related terms in marketing or selling rent-to-own goods and services. The FTC says it first sent payments in June 2021 ('more than $143 million in refunds') and is sending a second round of 1,221,146 checks totaling more than $27 million (refund page dated September 2025). The FTC case page lists the status as 'Pending'.

Filed August 25, 2022; the Attorney General alleged failure to provide required hang-tag disclosures on rent-to-own goods. PROG Holdings' 2023 Form 10-K says the company believed the claims were without merit, that the Attorney General agreed to release its claims, and that the court approved the settlement on January 26, 2024, 'resulting in a $1.0 million settlement'. Other sources give different figures, which are not added together: BBB's profile (which labels the item a pending government action although it describes the settlement) summarizes the Attorney General's announcement as settled January 25, 2024, with $850,000 in restitution to eligible consumers and balances cancelled for 972 consumers who entered rental purchases before September 8, 2022; the ABA's Business Lawyer review (secondary) says $950,000 in penalties and consumer restitution. Frequently Asked Questions

What is Progressive Leasing, and is it a loan?

Progressive Leasing says it provides 'a lease-to-own purchase program, not credit.' PROG Holdings' 10-K says it buys the merchandise from a retailer and leases it to the customer under a cancellable lease with a fixed term of up to 12 months, with ownership transferring if the full term is completed or an early purchase option is used. The lease terms in your signed agreement control.

How do I contact Progressive Leasing about my lease?

The company's Contact Us page lists 877-898-1970 (Monday to Friday 8am to 7pm Eastern, Saturday and Sunday 10am to 6pm Eastern); its Help Center article gives the same number with Monday to Friday 10 a.m. to 7 p.m. (EST). The Help Center also points to the Progressive Leasing app and the customer portal, which it says is available 24 hours a day, 7 days a week.

Can I cancel a Progressive Leasing lease or return the item?

The Help Center says: 'You can cancel your lease at any time ... and you will owe nothing further except unpaid lease-to-own costs. To cancel your lease call us at (877) 898-1970.' For returns it says customer service will evaluate the product and that the item 'could be returned through the retailer you selected or sent directly to Progressive Leasing.' Keep records of the call, any return authorization and shipment proof.

How do the 90-day and other early purchase options work?

The Help Center says you can purchase at any time, that the 90-day option (3 months in California) 'is the least expensive lease-to-own purchase option and expires 90 days (3 months in CA) after your item(s) are delivered', and that 90-day and other early purchase options 'cost more than the retailer's cash price (except 3-month option in CA)'. It also says early purchase must be arranged by calling 877-898-1970 and that retailers cannot activate early purchase options.

Does Progressive Leasing check or report to credit bureaus?

The Help Center says credit bureau reports are requested for all applicants, that inquiries to the three major bureaus are soft inquiries and applying 'should not impact your FICO score', that it does not currently report lease-to-own applications to the bureaus, and that it 'may report information about your lease to consumer reporting agencies, but we are not required to do so', so late, missed or timely payments or defaults may appear on a credit report.

What did the 2020 FTC case against Progressive Leasing involve, and were refunds sent?

The FTC alleged in a complaint filed April 20, 2020 that Progressive Leasing misled consumers about the price of items bought through its plans. A stipulated order entered April 22, 2020 in the Northern District of Georgia (1:20-cv-01668) states that the defendant 'neither admits nor denies' the allegations, enters judgment of $175,000,000 for equitable monetary relief and bars misrepresenting the total cost to own an item and related terms. The FTC's refund page (dated September 2025) says payments were first sent in June 2021, 'more than $143 million in refunds', and that a second round of 1,221,146 checks totaling more than $27 million went to people who cashed the first check and paid Progressive Leasing $616.62 or more; it says to cash a check within 90 days, gives the refund administrator's number as 1-877-625-9449 and describes no claim form.

What was the Pennsylvania Attorney General settlement with Progressive Leasing?

PROG Holdings' 2023 10-K says the Pennsylvania Attorney General filed suit on August 25, 2022 in the Philadelphia County Court of Common Pleas under the Pennsylvania Rental Purchase Agreement Act over hang-tag disclosures, that the company believed the claims were without merit, and that a settlement approved January 26, 2024 resulted in a $1.0 million settlement. Other sources give other figures: BBB's profile, summarizing the Attorney General, lists $850,000 in restitution and cancelled balances for 972 consumers, and an ABA review says $950,000 in penalties and consumer restitution. The figures are not added together.

Can I still make a claim in the Progressive Leasing data-incident settlement?

The official settlement website for In re Progressive Leasing Breach Litigation (D. Utah, 2:23-cv-00783-DBB-CMR) says 'The response deadline expired on January 22, 2026.' The settlement fund was $3,250,000, and the court entered a Final Approval Order on February 6, 2026. The site lists CPT Group, Inc. at 1-888-453-0434 and [email protected] for questions.

Is Progressive Leasing connected to Progressive auto insurance?

In the sources opened on October 7, 2026, Progressive Leasing is described as a business of PROG Holdings, Inc. (formerly Aaron's Holdings Company, Inc.), which the 2025 10-K describes as a financial technology holding company; none of those sources describes a link to an auto insurance company. If a charge or collection notice refers to 'Progressive', check the company name on the lease or notice before disputing it.
