Our own archive. As of 2026-10-20 we have no approved complaint in which Marcus or Apple Card at Goldman Sachs Bank USA is the subject. One archive post from 2009 mentions Goldman Sachs in connection with the mortgage servicer Litton Loan Servicing. Goldman's Form 10-K for 2011 says assets 'primarily related to Litton Loan Servicing LP (Litton)' were classified as held for sale in the first quarter of 2011 and 'were sold in the third quarter of 2011'; it also refers to Litton in describing the 2011 Federal Reserve consent order. The 2009 post predates that sale; it is linked as a related mention only (non-primary), not as complaints about Marcus or Apple Card. Several other archive posts are reports of employment-offer messages that use the Goldman Sachs name; they describe the writers' own experiences and are not linked as complaints about the bank.

More on regulatorsShow less
What the CFPB says it found. The Bureau states it found that Goldman violated the Truth in Lending Act and Regulation Z by failing to send acknowledgement notices and resolution letters within the required periods; making adverse reports to consumer reporting agencies about amounts disputed in billing error notices before completing billing error resolution; failing to conduct reasonable investigations for disputes that qualified as billing error notices; and holding consumers liable for amounts in unauthorized-use claims before a reasonable investigation. It also states Goldman violated the Consumer Financial Protection Act of 2010 by engaging in unfair acts or practices through its delay in resolving transaction disputes, and engaged in deceptive acts or practices concerning Apple Card Monthly Installments (ACMI) enrollment and the application of refunds.
Terms. The page says the order requires Goldman to pay $19.8 million in redress to consumers and a $45 million civil money penalty and to come into compliance with the law. It adds that the Bureau separately took action against Apple for its role in marketing and servicing the Apple Card, and that the order against Apple requires a $25 million civil money penalty. The CFPB page links the Consent Order and a Stipulation.
These are the CFPB's own statements of its findings and the order's terms.
Earlier Federal Reserve order (2011). Goldman's Form 10-K for 2011 (filed 2012-02-28, read 2026-10-20) says: 'On September 1, 2011, Group Inc. and GS Bank USA entered into a Consent Order (the Order) with the Board of Governors of the Federal Reserve System (Federal Reserve Board) relating to the servicing of residential mortgage loans.' It says the Order 'sets forth various allegations of improper conduct in servicing by Litton' (allegations, as the company describes them) and requires, among other steps, a third-party review of certain foreclosure actions that occurred or were pending between January 1, 2009 and December 31, 2010.
