Officer Robert Martin Threats of lawsuit against my name and social security Number for fraud in Connecticut

I have been receiving phone calls daily between 10:00am and noon. The messages are from a thick Indian accented male named Officer Robert Martin. He states that unless I "pick up" or "call him back", a lawsuit will be filed against my name and social security number for fraud in Connecticut. I have never "picked up" or called back for fear of this being one of those long distance billing scams. I have never knowingly done any business in Connecticut. My only suspicion is that I may have hit their radar because I have used payday loans in the past. I did a reverse phone number trace via internet and it comes back New York City. My work has had phone calls also but I havent been there when he/they called... But was told it was a thick Indian accented caller. Is there more to this than I'm aware or suspecting?
