Mr. James E. Shipley devastated my life. I invested $50,000 with him for the purpose of a housing development in what is now Moreno Valley. Mr. Shipley told me that he had purchased the land for the development when he did not. He promised me a 15% return of my money in the years end. He made numerous promises, and in short used my money for his personal use. Mr. Shipley was convicted of 50 plus counts of fraud and sentenced to prison for several years. There was NEVER any development or investment. This was a scam and a lie. I have given Mr. Shipley the opportunity to settle this matter and make things right.
