SettleSure Adjusting: check the license, read the contract, cancel in writing, escalate (checked October 12, 2026)

Who this is. SettleSure Adjusting is a public adjuster in Willowbrook, Illinois: a person or firm that, for a fee, represents a policyholder in a property insurance claim. BBB lists it together with a roofing contractor, Jay Building Group, LLC, under one file (see the background section). The SettleSure website named by BBB (settlesureadjusting.com) could not be opened on October 12, 2026, so this page relies on BBB, the Jay Building Group site and Illinois Department of Insurance (IDOI) documents.

Before signing a public adjuster contract. The IDOI license page, which is addressed to license applicants, says: "You cannot enter into a contract with an insured until the contract is approved by the Illinois Department of Insurance and the license has been issued." and that contract approval and license issuance "are two separate processes". Ask the adjuster for proof of both. IDOI's Agent Lookup page (https://idoi.illinois.gov/consumers/agent-lookup.html) explains how to look up a licensee in the SBS lookup. BBB lists a license number for SettleSure Adjusting (3001230377); that number comes from BBB's page and was not checked against an IDOI record for this page.

What the contract must say (IDOI Bulletin 2024-16, August 27, 2024).

  • Compensation for a claim from damage to a personal residence is subject to a 10% cap; the bulletin quotes Section 1570(e) of the Public Adjuster Law: no fee "in excess of 10% of the amount of the insurance settlement claim paid by the insurer". The bulletin's summary of the rule changes also applies the cap to a claim that "resulted from a catastrophic event" (Section 1570(d) of the statute defines the term and allows the Director to approve a higher amount in writing), which matters for storm-damage claims.
  • The insured may void or cancel the contract within 5 business days after a copy of the contract is received by the insurance company, and may cancel by email as well as by registered or certified mail or personal service. The statute (215 ILCS 5/1575(k)) says that when the insured rescinds, anything of value given by the insured under the contract is to be returned within 15 business days after the adjuster receives the cancellation notice. The bulletin says the cancellation rules are the same whether or not the damage was caused by fire.
  • Under 215 ILCS 5/1575(j), a public adjuster may not provide services, other than emergency services, until a written contract on a form approved by the Director has been executed and an exact copy has been provided to the insurer; 1575(h) sets email delivery of that copy to the insurer within 5 business days after execution. The 5-business-day cancellation window runs from the insurer's receipt of the copy.
  • A public adjuster may not charge a higher fee because the client does not use the contractor the adjuster prefers or recommends (Rule 3118.90), and the bulletin says the exact nature and amount of any financial interest in a contractor "must be disclosed to the insured in writing before the insured signs the public adjuster contract" (see also 215 ILCS 5/1575(d)).

If you already signed. Keep the contract, the insurer's payment letters and every email or text. Send any cancellation in writing by a method the contract allows and keep proof of delivery. Ask the adjuster in writing for an itemized statement of the fee and of any expense deducted from claim payments.

Contact the company. The phone number on both the BBB profile and the Jay Building Group Contact page is (877) 366-4180; the address is 620 Executive Drive, Willowbrook, IL 60527.

Escalate. IDOI states that it investigates consumer complaints against public adjusters. Complaints can be submitted online at https://idoihelpcenter.illinois.gov/s/, by email to [email protected], by mail to 4800 Wabash Avenue, Springfield, IL 62711, or by fax at (217) 558-2083. The page says the Consumer Assistance line, (866) 445-5364, is staffed by insurance analysts who answer general questions and that "consumer complaints MUST be submitted in writing"; that number is also listed for requesting a printed copy of the complaint form. IDOI says an insurer or agent has 21 days to respond and asks complainants to allow four to six weeks for the investigation. You can also file a complaint with BBB. For legal advice about a contract dispute, note that IDOI says it cannot act as your lawyer.

Regulatory record: no action against SettleSure identified in the sources checked

No enforcement action, consent order or fine naming SettleSure Adjusting, PLLC or Jay Building Group, LLC was identified in the sources checked on October 12, 2026: the BBB profile, the Jay Building Group site, the IDOI documents listed on this page, and web searches. The IDOI enforcement and licensing databases are interactive tools that were not searched for this page, so this is a statement about what was checked, not a statement that none exists.

In a January 25, 2026 response on BBB, the company says it "is cooperating with any inquiries from regulatory authorities". The BBB text does not name an agency (the complainant's January 27, 2026 answer says the matter was reported to two agencies whose names BBB redacted), and no outcome was identified in the sources checked on October 12, 2026.

Context: Illinois public adjuster rules. IDOI Company Bulletin 2024-16 (August 27, 2024) says changes to the Public Adjuster Rules, 50 Ill. Admin. Code 3118, took effect April 30, 2024, and that many revisions mirror Public Act 103-0216, effective January 1, 2024. It says the Department "will take regulatory action against any public adjuster who attempts to collect" reimbursement for expenses not covered by the insurance policy and paid out by the insurer. The bulletin is addressed to all Illinois public adjusters; it does not mention SettleSure.

Who SettleSure Adjusting is, per BBB and the Jay Building Group site

Names on one BBB file. BBB's profile is titled "Jay Building Group, LLC" and lists the alternate names "Jay Building Group, LLC formerly SettleSure Adjusting" and "SettleSure Adjusting, PLLC". Address (620 Executive Dr, Willowbrook, IL 60527-5610) and phone are the same for both. BBB's raw page data also lists a second, non-headquarters location, 632 Executive Dr # 634, Willowbrook, IL 60527-5610, with the same phone. BBB shows the entity type as "Sole Proprietorship" even though the names carry LLC and PLLC suffixes; the sources checked do not explain this, and no Illinois Secretary of State record was read for this page.

Dates (BBB raw page data). Business started September 16, 2019; BBB file opened June 16, 2021; BBB Accredited since July 2, 2021. BBB's "Licensing information" lists "J.A.Y. Building Group- License No. 104.018987" and "Settlesure Adjusting- License No. 3001230377" (BBB-listed; not verified with the licensing bodies). On BBB's "Other Resources" list, the Illinois Department of Financial and Professional Regulation (888-473-4858) appears with the roofing side and the Illinois Department of Insurance ((312) 814-2420) with the adjuster side; BBB does not say which regulator issued which number, and the 104.xxxxxx number is the one BBB lists under the J.A.Y. Building Group name. BBB's Business Categories include Public Adjuster, Roofing Contractors, Roof Inspection and Storm Damage Repair.

Services. BBB's Products and Services list: Insurance Claim Assistance, Property Damage Assessment, Denied Claim Review, and fire, hail, storm, vandalism, water and business-interruption claims.

The related roofing business. jaybuildinggroup.com describes Jay Building Group as "a local, family-owned company based in Willowbrook" offering roof inspections, repair and replacement, gutters, skylights, and "Insurance Claims Assistance". The Insurance Claims Assistance page describes a roofing contractor communicating with the insurer's adjuster; it does not use the words public adjuster or SettleSure on the pages read. The site's home page says Jay Building Group "has served Willowbrook and the surrounding Chicagoland area for over a decade" (a company statement; BBB's raw data gives a business start of September 16, 2019) and shows "Licensed & Insured Roofing Experts". The two functions differ: a public adjuster is paid by the policyholder to represent them in the claim, while a contractor is paid to do repair work.

Complaint record: BBB complaints and reviews as displayed on October 12, 2026

BBB figures (as displayed on 2026-10-12). Rating A-; BBB Accredited; 6 total complaints in the last 3 years and 1 filed in the last 12 months; average 3.67/5 from 12 customer reviews. BBB notes that the complaint text displayed might not represent all complaints filed. These figures are not combined with any other source.

What the six BBB complaints allege (dates January 2024 to January 2026). Four are filed as Service or Repair Issues, one as Order Issues and one as Product Issues; five carry the status Answered and one Resolved. These are complainants' allegations, not findings.

  • January 2026. A homeowner alleges a representative removed shingles during a January 9, 2026 roof inspection without consent, that the contract was presented without explanation of the loss date, and that written cancellation was not confirmed in writing at the time of the complaint. The company's BBB response (January 25, 2026) disputes that its representative conducted unauthorized or destructive testing, says inspections are limited to visual, non-destructive assessment, and says it was reviewing the inspection file and any video. The same response says the company "acknowledges receipt of the complainants written notice of cancellation", that "the agreement is considered cancelled" and that the complainant has no ongoing fees, obligations or duties under the contract. In a January 27, 2026 response the company says it "considers the matter closed unless new evidence is submitted"; the complainant's answers of January 26 and 27 reject the response, say video from cameras on the property shows shingles being removed, and say the company had not made a written request for the video files.
  • June 2025. A homeowner who signed with SettleSure in November 2024 alleges much of the work was not done and that checks were demanded before a start date. The company's July 23, 2025 response gives a dated timeline that begins with a public adjuster agreement signed "9/16" and a roof contract signed "12/2", states that the company "fronted the initial expenses" and that the homeowner has not reimbursed them under clause 3.c of the public adjuster agreement ("Initial expenses to be reimbursed to the public adjuster from the proceeds of the claim"), and accuses the homeowner of cashing an insurer check; those are the company's statements. The complainant's July 24, 2025 answer rejects the response.
  • April 2025 (Resolved). A homeowner alleges no schedule or answers on a roof repair after a 2024 storm claim and a dispute over a deductible and appraisal fees.
  • February 2025. A homeowner alleges the firm received insurer checks and did not do the job. The company's response (February 26, 2025) says the claim was valued at $38K, that after policy endorsements and exclusions part of the cost fell to the homeowner, and: "The public adjusters fee of 30% applies since this claim was signed in 2023 and our contracting company was not going to build the project." The homeowner's February 27, 2025 answer says the insurer approved $24,484 and paid $17,245 in three payments and disputes the company's position. A second company response (July 23, 2025) states an appraisal award of $38,679.60 and calculates "RCV $38,679.60 X .30% = $11,603.88" plus $1,277.27 appraisal and $240.00 permit fees, for "$13,121.15 Owed by HO" against "$17,245.15 in checks", leaving "$4,124.00 REIMBURSEMENT"; those figures are the company's, and the homeowner disputes the company's account.
  • March 2024. A homeowner alleges unrepaired garage trusses and difficulty obtaining the contractor's insurance information; the company responded on April 30, 2024 that it would investigate.
  • January 2024. A homeowner alleges difficulty getting a roof fixed after being referred to the firm. The company's February 15, 2024 response says: "In this case, you did not hire our contracting company, you hired your own. Hence we applied our public adjusting fee", and that "The public adjusters fee of 30% is waived if our contracting company is used" per the public adjuster agreement. The complainant rejected the response on February 15 and March 26, 2024.

Reviews. The reviews tab shows 12 reviews averaging 3.67/5. The two most recent displayed (July 14 and September 29, 2026) are 1-star: one alleges a contract was signed under a public adjuster license by representatives who were not licensed adjusters, and another alleges the firm took over $13,000 for a roof leak repair and then stopped responding. Page 1 of the reviews tab (10 of the 12 reviews) shows seven 5-star reviews dated July 30 to December 12, 2025 and three 1-star reviews dated December 3, 2025, July 14, 2026 and September 29, 2026; page 2 was not read. The December 3, 2025 1-star review alleges missed appointments and interior damage not yet repaired. The 5-star reviews describe claim handling and roof replacement. These are individual reviewers' statements.

On the fee questions. One BBB response describes a 30% adjuster fee on a claim signed in 2023. The IDOI bulletin describes a 10% cap for personal-residence claims in the law effective January 1, 2024, and says Rule 3118.90 (effective April 30, 2024) bars fee variations based on the insured's choice of contractor. The BBB responses concern contracts the companies describe as signed in 2023, and BBB's text does not say which contract terms or which law applied to those claims; no conclusion is drawn here.
