Using or evaluating Restate? What to check

Restate (restate.dev) is developer infrastructure software sold by Restate GmbH of Berlin, Germany. Its site's footer describes it as "The Durable Runtime for your Agents and Backends," and it is offered in three ways: a server you run yourself, the managed Restate Cloud service, and Restate BYOC (managed by Restate inside your own cloud account). According to the company's documentation, Restate Cloud is "Self service" while BYOC is "Set up with the Restate team."

  • Prices as displayed on restate.dev/pricing on 2026-10-01: Free (100k actions included, no credit card required per the page's FAQ), Starter at $75 per month (5M actions), Business at $300 per month (20M actions), Premium at $1,000 per month (50M actions), and a custom Enterprise plan. Additional actions are listed at $25 per million on Starter and Business and $15 per million on Premium. The Free plan is listed with an SLA of "best effort" and 1 day of history retention. The FAQ says usage above the included amount "is billed as overage" and that you "can upgrade to a higher tier at any time."
  • Company pages disagree on price and on the free tier. Section 4 of the Terms page (restate.dev/terms-and-conditions) says: "The use of Restate Cloud is free of charge." The pricing page lists paid plans. Separately, the pricing page lists 100k actions included in the Free plan, while the restate.dev/cloud page says "Start building with 50k durable actions per month - no credit card." The pages do not explain how they relate, and the Terms page shows no effective date in the text read. If you are billed, check your order confirmation or invoice and ask [email protected] which terms apply to you.
  • Ending the service: the Terms say "The parties may terminate the business relationship at any time" (section 3.1) and that legal declarations "must be made in text form" (section 8.1); section 8.3 says German law applies and the place of jurisdiction is Berlin, without affecting "statutory consumer protection provisions," and section 8.4 says that for questions of interpretation "only the German text of the Agreement shall apply." A step-by-step cancellation, downgrade, refund or data-deletion procedure was not located on the Terms, Pricing, or Cloud getting-started documentation pages checked on 2026-10-01, and restate.dev/refund-policy returned a not-found page. Paid and Enterprise/BYOC customers can write to the company at [email protected] (the e-mail address in its Imprint) and keep a copy of what they send.
  • Support routes the company lists: community support through Discord and Slack on the Free plan, e-mail (business hours) on Business, and a dedicated Slack channel on Premium, per the pricing table; its Contact page also offers a "Talk to an expert" booking link. Cloud service status is published at status.restate.dev (as displayed on 2026-10-01: "We're fully operational").
  • Personal data: the privacy policy (valid as of 23 February 2022) names Restate GmbH as controller and gives [email protected] for data-protection inquiries. Its operational sections cover website visits (Cloudflare, Matomo analytics), the newsletter and early-access sign-ups; it does not describe how data processed inside Restate Cloud is handled, and a data processing agreement page was not found (restate.dev/dpa returned a not-found page on 2026-10-01). The company's BYOC security documentation says: "All customer data remains in your cloud account" and "Restate collects only operational metadata," and that revoking Restate's access leaves environments running with management disabled.
  • If you cannot resolve a problem: put it in writing to Restate GmbH at the postal address given in its Imprint, or by e-mail, and, if you paid by card, you can also raise it with your card issuer. The Terms state that German law applies and that the place of jurisdiction is Berlin.

Company background: Restate GmbH, funding, license, same-name businesses

Legal entity. restate.dev's Imprint (Impressum) names Restate GmbH, Berlin, registered at Amtsgericht Charlottenburg under HRB 240580 B ("Commercial Register (Handelsregister)"), with representatives Stephan Ewen, Till Rohrmann and Igal Shilman, and lists an EU VAT ID. The register entry itself was not opened for this profile; the number and the managing directors are as listed in the Imprint, and no current register status or capital figure is stated here. The Terms and the privacy policy both name Restate GmbH as the contracting party and controller. This page gives the city only; the Imprint postal address is not reproduced.

US entity. SEC EDGAR lists Restate Software, Inc., a Delaware corporation, which filed a Form D on 2023-03-02 (Santa Clara, California address on the filing; first sale dated 2023-02-17; year of incorporation 2022) naming Stephan Ewen, Till Rohrmann and Igal Shilman as related persons. The repository LICENSE file names "Restate Software, Inc., Restate GmbH" as licensors. No other EDGAR filings by this company were listed on 2026-10-01. The pages checked on 2026-10-01 do not state how the two entities relate to each other (ownership or control), so no relationship is recorded between them here.

People and history (company and press statements). The About page lists Stephan Ewen, Till Rohrmann, Igal Shilman and Ahmed Farghal as co-founders. TechCrunch (September 30, 2026) reports that Ewen co-founded Restate in 2022, previously co-created Apache Flink and was CTO of Data Artisans, and that Farghal joined as the fourth co-founder at the Series A. The company's blog says it started "over three years ago."

Funding (announced by the company). On September 30, 2026 the company's blog announced "a $20M Series A led by Singular with participation from Redpoint Ventures, and Capital One Ventures." TechCrunch quotes Ewen as saying the company has "closed multiple six- and seven-figure customer contracts" and reports plans to expand its San Francisco Bay Area office. These are the company's and the press's statements, not independently verified here. A company-issued Business Wire release dated September 30, 2026 could not be opened (access denied) and is not used. Earlier, on July 7, 2026, the company's blog announced Restate BYOC ("fully managed Restate ... deployed into your own cloud account and VPC," initially on AWS and GCP, with access "on request right now") and Restate 1.7, which it says includes some breaking changes; the BYOC post says BYOC is already running in production at multiple customers (a company statement).

Customers (company claims). Restate's About page says "Leading companies rely on Restate in production for their AI agents, backends, and workflows" and displays logos labelled Replit, Doss, Bolt.new, Coralogix and Bilt. The homepage carries testimonials attributed to named people at Replit (President), Rhize, Coralogix, Dodo Payments, DOSS, Unkey, Axite and Temper, and unnamed use cases such as one labelled "Fortune-100 US Bank." Its logo strip also includes A.P. Moller Maersk, KPMG and technology brand logos, and the page does not say which of those logos are customers. All of this is Restate's own presentation; this page has not confirmed any of it with the companies named.

License of the server code. The GitHub repository restatedev/restate carries a LICENSE file titled "Business Source License 1.1" (GitHub's license field shows "Other"). Its Additional Use Grant lets you use the software unless you offer "a managed service that allows third parties (other than your employees and contractors) to access Restate's APIs and register their own service deployments." Running Restate in production for your own or your organization's services is listed as permitted. The file also says that if use of the Licensed Work does not comply with the requirements in effect, "you must purchase a commercial license from the Licensor, its affiliated entities, or authorized resellers, or you must refrain from using the Licensed Work." The file sets a Change Date of "4 years after release" with the Apache License, Version 2.0 as the Change License, and states: "The Business Source License ... is not an Open Source license." By comparison, the homepage labels the server "Open Source" and the pricing FAQ says it is "open source under a permissive license that allows production use." Read the LICENSE file before relying on either description.

Security statements and status. The company's BYOC security documentation says: "Restate is SOC 2 Type I certified, with a Type II audit underway." No audit report was seen. GitHub's security-advisories listing for restatedev/restate showed 0 published advisories on 2026-10-01 (that is a count of published advisories, not a security assessment); the latest release shown was v1.7.12 on 2026-09-22.

Same-name businesses (opened on 2026-10-01). Several unrelated businesses use "Restate" or "REstate": restate.com ("REstate") presents a real-estate business ("One of its kind investment opportunity in Indian Real Estate") and gives a Hyderabad, India contact address, and restate.ee is the site of Restate Property Developers OÜ ("Reg nr: 11592452"), Restate Property Advisors OÜ and Restate Asset Management OÜ in Tallinn, Estonia. Neither was found to be connected to restate.dev; this page covers restate.dev and Restate GmbH only.

Other sources searched on 2026-10-01 (results as displayed that day):

  • BBB: searching bbb.org for "Restate GmbH" returned "No results"; "Restate Software" returned two unrelated businesses; "Restate" near Santa Clara, CA returned 117 results, none with "Restate" in the business name. No BBB profile for this company was found.

  • Courts: CourtListener searches for "Restate GmbH" and "Restate Software" (dockets and opinions) returned no results; a search of opinions for "Restate Software, Inc." could not be completed because of rate limiting. Developer forums, GitHub issues and other developer-community sites were not searched for this profile.

Is Restate Legitimate?

Restate GmbH is identified in its own Imprint with a Berlin address, a commercial register number (Amtsgericht Charlottenburg, HRB 240580 B), a VAT ID and named representatives; a US entity, Restate Software, Inc., appears in a 2023 SEC Form D with the same three individuals. The product has a public GitHub repository (4,501 stars per GitHub's API on 2026-10-01) with a release dated 2026-09-22, and its Series A was announced on the company's blog and reported by TechCrunch on September 30, 2026.

Points a reader may want to weigh: the Terms page says Restate Cloud is free of charge while the pricing page lists paid plans; the server is described as "Open Source" on the website but its LICENSE says the Business Source License "is not an Open Source license"; the privacy policy is dated February 23, 2022 and its operational sections cover website visits, the newsletter and early-access sign-ups rather than Restate Cloud workload data; the Terms say that only the German text applies if the German and English versions differ; and the SOC 2 and customer statements are the company's own (the homepage also shows a "SOC 2 Certified" badge image). No review-site profiles or lawsuits naming the company were found in the searches described above. This page gives Restate no rating and no verdict.
