Perpay, Inc. is a Delaware corporation headquartered in Philadelphia, Pennsylvania, per its Terms and Conditions. The website is perpay.com and the account app is at app.perpay.com. The credit card is issued by Celtic Bank under a cardholder agreement governed by Utah law, while the Terms for the website and Marketplace are governed by Delaware law. BBB lists Perpay Inc. as an accredited online retailer with an A+ rating.
Arbitration. The Terms and Conditions contain an arbitration clause with a class action waiver: claims go to individual arbitration before AAA or JAMS or to small-claims court, and the clause bars class and representative actions. You can opt out by mailing a signed notice within 60 calendar days after you first use the Communication Facilities to Perpay Inc, 2400 Market Street, Suite 300, Philadelphia, Pennsylvania 19103, Attn. "Arbitration Opt-Out." The clause does not apply to covered consumers under the Military Lending Act, and the Terms say Perpay pays arbitration filing and hearing fees if you act in good faith and ask. The cardholder agreement has a separate arbitration agreement for the credit card: claims are arbitrated on an individual basis, both sides waive jury trial and class actions, covered borrowers under the Military Lending Act are excluded, and the agreement contains no opt-out provision.
Changes to terms. The Terms say Perpay may change the agreement at any time and that material changes take effect for registered users thirty days after notice.

Complaint record: CFPB, BBB, Trustpilot, federal court filings and posts on this site
CFPB. The CFPB consumer complaint database lists 299 complaints naming Perpay, Inc., the first received on February 29, 2024. By product, credit reporting or other personal consumer reports account for 143, debt collection 61, credit card 58 and payday, title, personal or advance loan 18. The most frequent issue is incorrect information on a credit report (101), followed by attempts to collect a debt not owed (36). In the database, 294 are marked closed with explanation, 3 closed with monetary relief and 2 closed with non-monetary relief, and all 299 are marked timely. Complaints are consumer statements sent to the company through the CFPB; they are not findings by the CFPB. These CFPB figures are separate from complaints published on this site and are not added to them.
BBB. Perpay Inc. has been a BBB Accredited Business since October 2013 and holds an A+ rating. BBB shows 523 complaints filed in the last three years, 240 of them in the last 12 months, and an average of 3.1 out of 5 stars from 430 customer reviews. A BBB rating reflects how a business handles complaints sent through BBB; it is not a measure of product quality.
Trustpilot. Perpay's Trustpilot page shows a TrustScore of 4.7 from 4,281 reviews. The profile is claimed by the company.
Federal court filings. CourtListener, an archive of federal court dockets, lists 15 federal cases filed from 2022 to 2026 that name Perpay as a party; two of them appear under two docket numbers each, so the archive shows 17 dockets. Three are coded as Telephone Consumer Protection Act suits, two are consumer credit-reporting cases in which a credit bureau is the lead defendant and Perpay is also named, and two are bankruptcy-court matters. Eight of the 15 cases show a termination date on CourtListener. The newest filings are three consumer suits filed in 2026 in federal courts in California (E.D. Cal. cases 2:26-cv-01718 and 2:26-cv-01851, C.D. Cal. case 2:26-cv-00699) and a bankruptcy-court matter filed in August 2026 in the Northern District of Alabama (case 26-80158). A filed lawsuit contains allegations only; a docket entry is not a finding against the company.

Submit a ComplaintPerpay problems: who to contact and what to send
Start with Perpay. Perpay's Contact page lists [email protected] for all inquiries other than media and partnerships. The Help Center says to email the Customer Success Team at [email protected] or click "Contact Support" in your Perpay account. Orders, returns, damage claims and lost-package claims are all opened through the support icon on the dashboard or by email. Include your 9-digit Perpay order number and the item name. For a damaged item, keep all packaging and file within 48 hours of delivery with photos of the damaged item and its packaging; the Help Center says a damage claim cannot be filed without photos of the packaging and the shipping label. For a missing package, file within 30 days of the delivery scan and give an alternate delivery address.
Payroll deductions that keep coming. Only you or your employer can change the payroll split. Remove or reduce the Perpay deposit in your payroll portal or through HR, then ask Perpay to send any overpayment back to your verified bank account from the dashboard. The Help Center notes payroll changes can take 1 to 2 pay cycles to take effect.
Credit card questions. Call 1-866-953-0189, Monday to Friday 9 a.m. to 9 p.m. Eastern (6 a.m. to 6 p.m. Pacific) and Saturday 10 a.m. to 3 p.m. Eastern (7 a.m. to noon Pacific); the cardholder agreement and the Help Center give the same hours. Report a billing error by that phone line or in writing to Perpay, 2400 Market Street, Suite 300, Philadelphia, PA 19103, within 60 days after the error appeared on your statement. Card disputes are started by phone and cannot be filed while a transaction is still pending.
If Perpay does not resolve it. You can file a complaint with the CFPB at consumerfinance.gov/complaint, which accepts complaints about credit cards, credit reporting and debt collection. For a wrong entry on your credit report, dispute it in writing both with the bureau that shows it (Experian, Equifax or TransUnion) and with Perpay as the company that reported it, and attach screenshots of your Perpay payment history and spending limit. If a debt collector contacts you about a Perpay balance, the Fair Debt Collection Practices Act lets you dispute the debt in writing within 30 days of the collector's validation notice; keep copies of every letter.

BBB accepts complaints about Perpay Inc. through its business profile. The Terms and Conditions list the California Department of Consumer Affairs Complaint Assistance Unit (1625 North Market Blvd., Suite N 112, Sacramento, CA 95834; (800) 952-5210) for California residents. In other states, use your state attorney general's consumer protection office (in Pennsylvania, where Perpay is based, the Attorney General's Bureau of Consumer Protection) or the FTC at ReportFraud.ftc.gov. For rent-payment data reported through the optional Esusu add-on, the Terms say you may dispute with Esusu, with the credit bureau that received it, or through Perpay.

Before you pay for an order. The Terms state that placing an order creates a "non-recourse intention to pay agreement" and that Perpay may change spending limits at any time. Return rules vary by product and not every item can be returned, so check the item's return terms before you order.
How to cancel an order, stop payments or close an account
Cancel a Marketplace order. The Help Center article "Canceling a Marketplace Order" says orders "can be easily canceled before the first payment is made, directly through your Perpay account" using the Orders tab and the Cancel button.
More detailShow less
After the first payment is processed and fulfillment starts, "cancellation after this stage is not guaranteed" and should be requested at once through chat or support with the order number. Canceled-order payments are applied to other active orders, or become a cash balance that can be used on a later order or withdrawn to a verified bank account.
Stop the payroll deduction yourself. The Help Center says Perpay "does not have the ability to change or cancel any direct deposit amount sent from your employer or payroll provider"; only you can change it with your employer or payroll provider, and canceling an order or deactivating an account "will not automatically stop your Perpay direct deposits." The Terms say stopping Payroll Direct Deposit means you are no longer eligible to complete Marketplace orders, and that once an order balance is paid in full you must redirect the deposit back to your own bank account. Overpayments sit as a cash balance; the Help Center says a withdrawal request normally takes 2 to 3 business days to reach the bank account.
Close Perpay+. The Terms say you may request closure of a Perpay+ account at any time through support. You lose credit monitoring, payments on outstanding Marketplace orders keep being reported, and once the Marketplace balance is $0 the account is reported closed and in good standing. If the $5 monthly fee is unpaid for 60 consecutive days, Perpay may treat the account as closed.

The optional rent-reporting add-on is cancelled by contacting support; the Terms say this stops future billing and sharing but does not recall data already shared with Esusu.
Close the Perpay Credit Card. Per the Help Center, ask by chat, email or the number on the back of the card. The article states that you remain responsible for any outstanding balance, that interest and fees may still apply, and that a closed account cannot be reopened. Turn off the card's payroll direct deposit with your employer afterward.
Returns, refunds, shipping and damage claims
Return window and fees. The Help Center's "Returning an Item" article says most return requests must be submitted within 30 days of delivery and damaged-item returns within 48 hours. A separate request is needed for each item. For an item you simply no longer want, it says "the returning party is responsible for the original shipping cost, a $10 return shipping fee, and a 5% restocking fee," with the remaining balance credited to your Perpay account.

Electronics and fragrances must be in unopened manufacturer packaging. The Terms add that return policy varies by product, not all products can be returned, and damage claims must be submitted "within 24-48 business hours of delivery." For damaged or defective items the Help Center says customers are not responsible for return shipping; defects in the first 30 days go to the Returns Team, and later problems may fall under the manufacturer's one-year warranty.
Are payments refundable? The Terms (Marketplace Fees and Purchase Terms, Refunds) say: "Except as set forth in any separate refund policy posted on the Services, all payments are non-refundable."
More detailShow less
The Help Center says canceled, credited or returned amounts are credited to the account, applied to active orders, or held as a cash balance that you can ask to withdraw to a verified bank account.
Shipping. The Terms say items are prepared for shipment after the payroll payment is made on the scheduled payday, with tracking usually emailed within 3 to 5 business days of the first successful payment, except furniture, mattresses, large TVs and appliances, which ship by freight. The Help Center says delivery usually follows within 3 to 5 business days of tracking and that freight scheduling usually happens 1 to 2 weeks after the first qualifying deposit. Marketplace orders cannot ship to U.S. territories or Puerto Rico. Freight items and all Ashley Furniture products cannot ship to Alaska or Hawaii, and small parcels sent there may carry a shipping surcharge. Lost or stolen package claims must be submitted within 30 days of the item being marked delivered; Perpay says it will not reship to the same address, a P.O. box or a carrier location.
Fees, payments, credit reporting and the Perpay Credit Card
Marketplace. Perpay's Marketplace page says payments are made "with no interest or fees," and the Terms say "Perpay will not charge any additional fees as result of missed or late payments."
More detailShow less
Each purchase is described as non-recourse: the Terms say that absent a violation of the buyer's representation of intent and ability to pay, "you are not legally obligated to continue making payments," and the Help Center says the consequence of missed payments is that you may lose access to future Marketplace orders. The Terms also say that for Perpay+ members, failure to make scheduled payments may be reported to credit bureaus.
Perpay+. Perpay+ "costs $5 per month, paid via payroll direct deposit" (Terms, The Perpay+ Service). It reports the spending limit and Marketplace payment performance to Experian, Equifax and TransUnion; the Terms say the limit is reported within 60 days of enrollment, "in the majority of cases" within 30 days, and that the service involves no extension of credit and does not guarantee a score improvement. Perpay's Help Center lists a monthly reporting date of the 21st for Perpay+ and the 28th for the card. The optional rent-reporting add-on costs $3 per month.
Perpay Credit Card. The cardholder agreement says the card is issued by Celtic Bank and lists: APR 27.99% to 29.99% depending on creditworthiness, variable with the Prime Rate; annual fee $0; account opening fee $9.00; monthly account service fee $66 to $108 for the first year ($5.50 to $9.00 per month) and $108 thereafter ($9.00 per month); optional metal card $35.00; foreign transaction fee 3%; late and returned payments up to $24.00; no balance transfers or cash advances. The Help Center's card terms article lists APR 27.74% to 29.99% and a $9 monthly fee; the two Perpay pages differ on the lower APR figure (27.99% and 27.74%), so check the rate in the agreement you are given when you apply.
More detailShow less
The Help Center says a minimum direct deposit from every paycheck is required to keep the card active; a missing required deposit is one of the listed reasons a card is suspended and new purchases are declined, and an account with payments overdue for more than 180 days is closed permanently, even if the balance is later paid.
Disputing a card charge. The Help Center says card disputes are started by phone with Customer Success, pending transactions cannot be disputed, a provisional credit is applied while the dispute is reviewed, and disputes can take up to 90 days. The cardholder agreement's Billing Rights notice requires a written or phone notice within 60 days after the error appeared on your statement and states Perpay must acknowledge it within 30 days and resolve it within 90 days.
Who runs Perpay and what each product is
Operator. Perpay's Terms identify the site's operator as Perpay, Inc., "a Delaware corporation." The Better Business Bureau's file lists the business as incorporated in April 2013, while Perpay's Help Center calls it "a Philadelphia-based company launched in 2017." Its About Us page lists Chris DiMarco as Founder and CEO. The address in the Terms and cardholder agreement is 2400 Market Street, Suite 300, Philadelphia, PA 19103. Perpay says it became a Certified B Corporation in 2025.
Three products. The Perpay Marketplace is an online store; the footer on perpay.com states that access is offered by Perpay, Inc. to eligible U.S. residents and is subject to credit approval. The Help Center says applying does not affect FICO or VantageScore scores, although Perpay may obtain information from Clarity Services, an alternative credit bureau. The Perpay Credit Card is described in the footer as "issued by Celtic Bank" and is not available to residents of New Hampshire, Vermont or U.S. territories. Perpay+ is the paid credit-reporting add-on available to eligible Marketplace account holders.

Eligibility. According to the Help Center, applicants must be 18 or older, U.S. residents, have a U.S. carrier mobile number, be in full-time W-2 employment (1099 and gig workers are not currently eligible), be paid by direct deposit through a third-party payroll system, and be able to split the paycheck to a second account. SSI, SSDI and VA income is also accepted. The Terms say payroll direct deposit can be set up through the third-party service Pinwheel.
Credit score claims. Perpay states that Perpay+ members with a starting VantageScore 4.0 of 550 or below averaged an increase of 30 or more points in the first year of reporting, a figure it bases on about 50,000 customers, and adds that improvement "is not guaranteed." This is Perpay's own statistic, not an independent study.
