Complaint record: BBB and Trustpilot as displayed on 2026-10-20

No published complaint reports are currently linked to this profile. The figures on this page come from other websites, are shown as each displayed them on 2026-10-20 and are not added together.

  • BBB (profile for OpenAI, San Francisco, CA): not BBB Accredited; BBB Rating F. BBB gives as reasons for the rating "594 complaint(s) filed against business" and "Failure to respond to 574 complaint(s) filed against business". BBB says its profiles generally cover a three-year reporting period, that a review of complaints was completed in March 2026, that complaints on file "concern technical and billing issues", and that the nature of complaints and the company's responses can matter more than their number. The profile also shows a "Pending Government Action" notice about the Florida Attorney General's complaint, which BBB describes as a summary of the government's allegations that have not yet been proven. The reviews tab shows 1.05 out of 5 stars from an average of 66 customer reviews. BBB's raw page data lists the file as opened 2018-10-15 and the business start as 2015-12-11.
  • Trustpilot (openai.com): 1.3 from 1,264 reviews; the page shows "Unclaimed profile" and says Trustpilot does not fact-check reviews.

ChatGPT billing, cancellation and refunds: what OpenAI's own pages say

Checked on 2026-10-20. OpenAI's Terms of Use (effective January 1, 2026) say the agreement for individuals is with OpenAI OpCo, LLC, a Delaware company. This page is about consumer ChatGPT subscriptions and billing; it does not rate the product.

  • Cancel. OpenAI's Help Center says to cancel on the platform where you subscribed. On chatgpt.com the steps are: sign in, open the account menu, Settings, Billing, then Cancel under Cancel plan.
    More detailShow less

Apple App Store and Google Play subscriptions are cancelled in those stores. The article says uninstalling the app does not cancel a subscription, and advises cancelling at least 24 hours before the next billing date.

  • Refunds. The Terms say: "Payments are non-refundable, except where required by law." OpenAI's refund article (read 2026-10-20) says payments are generally non-refundable, but it may also approve refunds for a "verified OpenAI billing error, validated unauthorized charges, or a documented OpenAI service or access failure." For an unused individual subscription, a discretionary refund "may be available" if you contact OpenAI within seven days of the charge; the article says the request must concern the current billing period and meet eligibility requirements, including limits on repeat refunds, no substantial use, no active payment dispute and no confirmed abuse. It adds: "There is no automatic prorated discretionary refund after seven days," and says an accidental purchase, forgetting to cancel, dissatisfaction or a plan change "does not by itself qualify outside an applicable exception." Cancelling alone stops future renewals and does not establish refund eligibility. For subscriptions bought through Apple, the article says to request refunds from Apple. The Terms separately say that if OpenAI discontinues a service it will give advance notice and a refund for prepaid, unused Services. The refund article was displayed as updated on 2026-10-20 and may change.
  • How to ask. For subscriptions bought on chatgpt.com or Google Play, the article says to sign in at help.openai.com with the account that was charged and send the request through the chat widget; it states 5 to 7 business days for processing (10 for Google Play). The article says OpenAI cannot issue a separate refund while a payment dispute is active, and that its policy does not limit your ability to contact your bank or card issuer.
  • Cannot sign in? The cancellation article says Support may cancel a subscription billed directly by ChatGPT if you provide the account or billing email plus two billing details such as the last four card digits, card expiry, billing address or date of a recent charge. It says never to send the full card number.
  • Disputes with the company. The Terms require informal resolution first (a notice through OpenAI's form; 60 days), then individual arbitration with National Arbitration and Mediation (NAM), with a class-action waiver. They allow opting out of arbitration within 30 days of account creation or of an update to the arbitration terms, and exclude individual small-claims cases. The Terms also cap liability at the greater of the amount paid for the service giving rise to the claim during the prior 12 months or $100, to the extent the law permits.
  • Outside routes. A card issuer dispute, the Federal Trade Commission and your state attorney general accept consumer complaints; this site's page does not predict their outcome.

Keep the receipt email, the date of each charge and screenshots of the Billing page and any chat transcript with Support.

  • Florida Attorney General (filed June 1, 2026). The Office of the Attorney General, Department of Legal Affairs, State of Florida filed an 83-page complaint in the Circuit Court of the Tenth Judicial Circuit, Highlands County, against OpenAI Global, LLC; OpenAI Foundation (f/k/a OpenAI, Inc.); OpenAI OpCo, LLC; OpenAI Group PBC; OpenAI Holdings, LLC; and Sam Altman. The complaint alleges that ChatGPT was marketed as safe and reliable despite risks, including to minors, and pleads claims under the Florida Deceptive and Unfair Trade Practices Act and other theories. Its prayer for relief asks for civil penalties of up to $10,000 per violation, damages and other remedies. The defendants' position is not stated in the complaint.
  • Florida injunction motion (September 28, 2026). Florida Phoenix, republished by WLRN on September 29, 2026, reported that the Attorney General filed a motion for a temporary injunction asking the court to bar OpenAI from, among other things, offering ChatGPT to minors in Florida and from developing new models without independent third-party safeguards and approval (Florida Phoenix described the motion as 39 pages; FOX 13 described the filing as 49 pages). The same report quotes an OpenAI spokesperson saying the company had paused training of its most capable models until additional safeguards are in place and that it is committed to working with Florida and other states. FOX 13 reported that the judge will decide whether to grant the request.
  • Eight further states (October 14, 2026). Al Jazeera reported on October 15, 2026 that attorneys general from eight states (Iowa, Kansas, Arizona, Arkansas, Idaho, Montana, Nebraska and West Virginia) said they had also sued OpenAI in state courts, alleging that ChatGPT harmed residents and violated state consumer protection laws. Iowa Capital Dispatch reported that the Iowa suit was filed in Iowa district court and that each state sues under its own consumer fraud act. Reuters also reported on the suits. According to Al Jazeera, an OpenAI spokesperson said the company has "built industry-leading age-specific protections into our product that many other AI products lack." This site has not opened the complaints themselves.
  • Florida criminal investigation (announced April 21, 2026). Florida Phoenix reported that the Florida Attorney General announced an investigation into whether OpenAI bears criminal responsibility in connection with the April 2025 Florida State University shooting; FOX 13 (September 28, 2026) refers to it as a probe into possible criminal charges.
  • Province of British Columbia (September 2026). Al Jazeera reported that the province filed a lawsuit against OpenAI in a California court, alleging OpenAI failed to notify authorities about user interactions before a 2026 shooting in Tumbler Ridge, British Columbia. OpenAI is quoted by Al Jazeera as saying the user's content did not meet its threshold for referral to law enforcement. This is an allegation; this site has not opened the filing.
  • U.S. Department of Justice employment settlement (announced August 4, 2026; not a consumer matter). Fox Business reported that OpenAI and its subsidiary Statsig Inc. agreed to pay $3.2 million ($1.2 million in civil penalties and $2 million to compensate alleged victims) to resolve Justice Department allegations about recruitment for certain positions under the PERM labor certification process, and that OpenAI denied wrongdoing in the settlement agreement. This site has not opened the Justice Department release.
  • FTC information orders (September 11, 2025). The FTC announced orders to seven companies that provide consumer-facing AI chatbots, among them OpenAI OpCo, LLC, seeking information on how they measure, test and monitor possible negative effects on children and teens. The FTC states it issued them under its 6(b) authority, which it describes as wide-ranging studies without a specific law enforcement purpose. It is not an enforcement action.

Who operates ChatGPT for U.S. consumers

OpenAI's Terms of Use (effective January 1, 2026) describe OpenAI as "an AI research and deployment company" and name OpenAI OpCo, LLC, a Delaware company, as the contracting party for individuals using ChatGPT, DALL·E and other individual services. Users in the European Economic Area, Switzerland or the UK are covered by separate terms; the European terms name OpenAI Ireland Ltd for EEA and Swiss residents. Enterprise and API customers are covered by separate business terms.

The Terms list 1455 3rd Street, San Francisco, CA 94158 as the address for copyright notices. The BBB profile lists 3180 18th St Ste 100, San Francisco, CA 94110, a different address. In the Florida complaint, the State names five OpenAI entities as defendants and refers to them collectively as "OpenAI"; the State's description is an allegation, and this site does not describe the group's internal structure beyond what that filing names.

Paid plans renew automatically until cancelled; the Terms say OpenAI will give at least 30 days' notice of subscription price increases, effective at the next renewal.

Frequently Asked Questions

Which company operates ChatGPT for U.S. consumers?

OpenAI's Terms of Use (effective January 1, 2026) say the agreement for individuals is with OpenAI OpCo, LLC, a Delaware company, and list 1455 3rd Street, San Francisco, CA 94158 as the copyright-notice address. Separate European terms name OpenAI Ireland Ltd for EEA and Swiss residents.

How do I cancel a ChatGPT subscription?

OpenAI's Help Center says to cancel where you subscribed. On chatgpt.com, sign in, open Settings, then Billing, and select Cancel under Cancel plan. Apple App Store and Google Play subscriptions are cancelled in those stores, and the article says uninstalling the app does not cancel a subscription. It advises cancelling at least 24 hours before the next billing date.

Can I get a refund for ChatGPT?

The Terms say payments are non-refundable except where required by law. OpenAI's refund article says it may approve refunds for a verified billing error, validated unauthorized charges or a documented service or access failure, and that a discretionary refund for an unused individual subscription may be available if you contact it within seven days of the charge, subject to eligibility conditions (no substantial use, no active payment dispute, no confirmed abuse). It says there is no automatic prorated refund after seven days and that forgetting to cancel does not by itself qualify. Cancelling alone does not create a refund, and Apple-billed subscriptions are refunded through Apple.

Why was I charged after cancelling ChatGPT?

OpenAI's cancellation article lists causes to check: cancelling less than 24 hours before the billing date, a second subscription under another ChatGPT, Apple or Google account, or a subscription billed by Apple or Google rather than chatgpt.com. It says a subscription bought on chatgpt.com does not appear in Apple or Google Play subscriptions, that after an ordinary cancellation paid features remain available until the end of the current billing period, and that deleting a ChatGPT account cancels subscriptions billed directly by ChatGPT but does not cancel an Apple App Store subscription.

How do I contact OpenAI support about billing?

The Help Center article on contacting support says to open the chat bubble at the bottom right of help.openai.com. It asks for a description of the issue, the account email address and plan, timestamps with a time zone, and screenshots if helpful, and says "Do not share passwords or one-time codes" and "Please ensure no personal or sensitive data is included." The refund article adds that requests should be made while logged in to the account tied to the subscription or from the email address associated with the charge, and the cancellation article says never to send the complete card number.

Can I bring a claim against OpenAI in court?

The Terms contain a mandatory arbitration clause with a class-action waiver: disputes go first to informal resolution through a notice form (60 days), then to individual arbitration with National Arbitration and Mediation. Users may opt out of arbitration within 30 days of account creation or of an update to the arbitration terms, and individual small-claims cases are excluded. Read the current clause before relying on this summary.

What has the Florida Attorney General alleged against OpenAI?

In a complaint filed June 1, 2026 in Highlands County, Florida, the State alleges that ChatGPT was marketed as safe and reliable despite risks, including to minors, and asserts claims under the Florida Deceptive and Unfair Trade Practices Act and other theories. These are allegations; the complaint asks for injunctive relief, civil penalties of up to $10,000 per violation, damages and other remedies.

What does BBB show for OpenAI?

BBB's profile for OpenAI in San Francisco showed on 2026-10-20 a rating of F, not accredited, citing 594 complaints and failure to respond to 574 of them, and 1.05 out of 5 from 66 customer reviews. BBB says complaints on file concern technical and billing issues and that profiles generally cover three years. These figures are BBB's and are not combined with Trustpilot's.

Is OpenAI under an FTC enforcement action?

The FTC announced on September 11, 2025 that it issued 6(b) orders to seven AI chatbot companies, including OpenAI OpCo, LLC, seeking information about effects on children and teens. The FTC describes 6(b) studies as having no specific law enforcement purpose.
