Milliman Reviews & Complaints
Milliman, Inc. is a Seattle actuarial and consulting firm founded in 1947. Consumers usually meet the name as members of pension and 401(k) plans it administers, or as insurance applicants whose insurer ordered a Milliman IntelliScript prescription-history report. In 2023 an unauthorized party took plan members' data from a MOVEit server run by Milliman's vendor PBI; Milliman says it stopped sending data to PBI while it reviewed PBI's security. A 2008 FTC consent order, agreed without an admission of wrongdoing, sets Fair Credit Reporting Act duties for IntelliScript, and a class action alleging inaccurate IntelliScript reports is pending in federal court in Seattle. Complaints on the BBB profile mainly concern delayed pension, survivor and 401(k) payments.

Milliman IntelliScript. The CFPB's list of consumer reporting companies says IntelliScript "is part of Milliman, Inc." and that the company will give you a free copy of your report if it has one and you ask for it. To request it, IntelliScript's consumer page asks for your name, daytime phone number, mailing address, date of birth, the last four digits of your Social Security number, an email address if you want the report by email, and the insurance company that handled your application or claim. Requests can also go to [email protected], (877) 211-4816 or Milliman IntelliScript, P.O. Box 2223, Brookfield, WI 53008. The page says Milliman keeps consumer reports for 24 months from the date the insurer requested them and that "Milliman IntelliScript does not make the decision to grant or deny insurance."
Disputing an IntelliScript report. IntelliScript reports are consumer reports under the Fair Credit Reporting Act, and the FTC's 2008 order requires Milliman to reinvestigate disputed information. If your report lists a prescription or condition that is not yours, write to IntelliScript, say exactly which entries are wrong and why, include copies of supporting documents such as pharmacy records, keep copies and use a trackable delivery method. Under the FCRA a consumer reporting company generally has 30 days to reinvestigate a dispute and must delete or correct information it cannot verify. If an insurer denies coverage or raises your premium because of the report, it must tell you so and name the company that supplied it, and you are entitled to a free copy of that report if you ask within 60 days. Tell the insurer that you have filed a dispute and ask it to reconsider once the report is corrected. If the dispute is not resolved, you can file a complaint with the CFPB at consumerfinance.gov/complaint; a complaint about the underwriting decision itself goes to your state's department of insurance.

Pension, 401(k) and benefit payments. Milliman's Office Locations page lists +1 866 767 1212 for Milliman Benefits account questions. When you call, note the date, the representative's name and any reference number. Milliman administers plans for employers and plan sponsors, so the decision on a delayed or denied benefit belongs to the plan: put your claim or complaint in writing to the plan administrator named in your summary plan description (SPD). If the plan denies a claim, the denial letter and the SPD give the appeal deadline; under Labor Department claims rules a private-sector pension plan must allow at least 60 days to appeal.

For private-sector plans covered by ERISA, the U.S. Department of Labor's Employee Benefits Security Administration helps participants at askebsa.dol.gov or (866) 444-3272. Plans run by state and local governments are not covered by ERISA; take an unresolved problem with one of them to the retirement system or board that runs the plan.
Insurance applicants (IntelliScript). If an insurer used a Milliman IntelliScript report, you can request a free copy at rxhistories.com, by email to [email protected], by phone at (877) 211-4816 or by mail to P.O. Box 2223, Brookfield, WI 53008. The Company Information section explains what the request needs and how to dispute an error.
A PBI breach letter. PBI's letters were mailed from August 14, 2023 and offered 24 months of credit monitoring, so for most recipients that period is over.

You can still place a free credit freeze with Equifax, Experian and TransUnion, check your reports at AnnualCreditReport.com and, if someone has used your information, report it and get a recovery plan at IdentityTheft.gov.
A job offer that mentions Milliman. Milliman's careers site, careers.milliman.com, links "View our current job openings" to its job board. If a recruiter contacts you about a Milliman role, find the same job on that board and contact Milliman through milliman.com or the Seattle office, +1 206 624 7940, rather than through numbers, links or chat accounts given in the message. As general advice, the FTC says honest employers never ask you to pay to get a job, and a check you are told to deposit and partly send back or spend on gift cards is fake; the bank can make you repay it. Report a suspicious offer at ReportFraud.ftc.gov. If you already paid, the FTC says to contact the company you used to send the money right away and ask for the transaction to be reversed; a credit card charge can be disputed with the issuer in writing within 60 days after the first statement showing it was sent to you.
FTC order and Fair Credit Reporting Act lawsuits
FTC order (2008). In February 2008 the Federal Trade Commission issued a consent order against Milliman, Inc. (Docket C-4213) over IntelliScript, which the order defines as a service that provides medical profiles, including prescription drug purchase histories, to health and life insurers. The order treats those profiles as consumer reports under the Fair Credit Reporting Act. It requires Milliman to give insurers the FCRA Notice to Users, limit reports to users with a permissible purpose, follow reasonable procedures to assure maximum possible accuracy, reinvestigate disputed information and follow the FTC's Disposal Rule. Milliman signed the agreement for settlement purposes only, without admitting that it broke the law. The order ends on February 6, 2028, unless the FTC or the United States files a federal court complaint alleging a violation of it, which would extend its term.

Healy v. Milliman, Inc. A class action in the Western District of Washington (No. 2:20-cv-01473) alleges that Milliman sold IntelliScript reports containing information about someone other than the applicant, in violation of the FCRA's accuracy rule. The Ninth Circuit's opinion describes how Milliman sometimes uses "fuzzy matching" on similar names and other identifiers and includes those health records in a report even when they carry a different Social Security number. The district court certified an inaccuracy class and later granted Milliman partial summary judgment on class-wide injury; on January 9, 2026 the Ninth Circuit reversed and returned the case to the district court. The appeal decided a question of class members' standing, not whether Milliman violated the law. The case is active again in the district court, where an amended complaint was filed on October 26, 2026.
Thao v. Milliman Inc. A Fair Credit Reporting Act case was removed from state court to the Western District of Washington on April 20, 2026 (No. 2:26-cv-01339). The docket does not say which Milliman service the claim concerns, and it shows the case still open (details on this page). Claims in these lawsuits are allegations unless a court rules on them.
If you think an IntelliScript report about you is wrong, the dispute steps are in the Company Information section.

Class action by James Healy under the Fair Credit Reporting Act, 15 U.S.C. 1681e(b), alleging that Milliman sold IntelliScript reports containing information that did not belong to the person the report was about. The opinion explains that Milliman sometimes uses "fuzzy matching" on names and other identifiers and includes the matched health records in a report even when they carry a different Social Security number. The district court (No. 2:20-cv-01473) certified an "inaccuracy class" and then granted Milliman partial summary judgment for lack of class-wide evidence of injury. On January 9, 2026 the Ninth Circuit reversed that ruling and sent the case back to the district court to apply ordinary summary judgment standards. The appeal decided a standing question, not whether Milliman violated the law.

A Fair Credit Reporting Act case removed from state court to federal court on April 20, 2026. The docket gives the cause as "28:1441 Petition for Removal - Fair Credit Reporting" and the nature of suit as Consumer Credit; it does not say which Milliman service the claim concerns. The parties filed joint status reports on September 18 and October 16, 2026 and a stipulated motion on October 27, 2026.
Who Milliman is
Business. Milliman, Inc. says it was founded in 1947 and calls itself "an independent firm with offices in major cities around the globe" whose work covers insurance, financial services, healthcare, life sciences and employee benefits. Its Our Story page says the firm is owned and managed by its principals. Its careers site says the firm began as Milliman & Robertson, co-founded by Wendell Milliman and Stuart A. Robertson. A 2008 FTC order describes it as a Washington corporation with its principal place of business at 1301 Fifth Avenue, Seattle.
Why consumers meet the name. Milliman works for insurers, employers and other organizations in the public and private sectors, but individuals come across it in two main ways. Members of pension, 401(k) and other benefit plans deal with it because, in Milliman's own words to the Iowa Attorney General, it "provides administrative services to employee benefit and pension plan sponsors". Insurance applicants meet it through Milliman IntelliScript, which the CFPB says collects prescription drug purchase history to assess the mortality risk of life insurance applicants and provides risk scores for underwriting.

Vendor data incident (2023). In a notice to the Iowa Attorney General dated January 12, 2024, Milliman reported that an unauthorized party accessed a MOVEit Transfer server of its vendor Pension Benefit Information, LLC (PBI) on May 29 and May 30, 2023 and downloaded data. Milliman used PBI to check whether plan members and beneficiaries had died. The notice says 569 Iowa residents were affected, that PBI began mailing letters on August 14, 2023 offering 24 months of free credit monitoring, and that Milliman stopped transferring data to PBI pending further evaluation of PBI's security practices.
Frequently Asked Questions
How can I check whether a job offer is really from Milliman?
Open careers.milliman.com yourself, follow its link to current job openings and look for the same role. Then contact Milliman through milliman.com or the Seattle office, +1 206 624 7940, not through the contact details in the message you received.
Should I pay a fee or deposit a check to get a job at Milliman?
Do not pay. The FTC's general advice is that honest employers never ask you to pay to get a job or to deposit a check and send part of the money back. If anyone asks for money in connection with a Milliman role, find the role through careers.milliman.com and report the request at ReportFraud.ftc.gov.
I got a text or WhatsApp message from a Milliman recruiter. What should I do?
The FTC advises ignoring unexpected job offers by text, WhatsApp or Telegram, because fake recruiters often use the names of well-known companies. Do not reply or click links; look for the role through careers.milliman.com and contact Milliman directly. Only Milliman can confirm whether a specific message came from it.
Where can I report a suspicious job offer that uses Milliman's name?
Report it to the FTC at ReportFraud.ftc.gov, to your state attorney general, or to the FBI's Internet Crime Complaint Center at ic3.gov, and tell Milliman through the contact options on milliman.com. If you paid, contact the company you used to send the money right away and ask for the transaction to be reversed.
How do I contact Milliman about my pension or 401(k) account?
Milliman's Office Locations page lists +1 866 767 1212 for Milliman Benefits account questions. Milliman administers plans on behalf of employers, so for a delayed or denied benefit also write to the plan administrator named in your summary plan description, which also gives the appeal deadline. For private-sector plans, the U.S. Department of Labor's Employee Benefits Security Administration helps participants at askebsa.dol.gov or (866) 444-3272; a state or local government plan is handled by the retirement system that runs it.
What is Milliman IntelliScript and how do I get my report?
The CFPB describes Milliman IntelliScript as a service that collects prescription drug purchase history to assess the risk of life insurance applicants and says it "is part of Milliman, Inc." You can request a free copy, if a report exists, at rxhistories.com, by email to [email protected], by phone at (877) 211-4816 or by mail to P.O. Box 2223, Brookfield, WI 53008. IntelliScript says it does not decide whether insurance is granted; the insurer does. If an entry is wrong, you can dispute it with IntelliScript and complain to the CFPB if it is not fixed.
Why did I get a data-breach letter mentioning Milliman?
Milliman's January 12, 2024 notice to the Iowa Attorney General says its vendor Pension Benefit Information, LLC had data taken from a MOVEit Transfer server on May 29 and May 30, 2023, that PBI mailed notices starting August 14, 2023, and that the notices offered 24 months of free credit monitoring. Milliman used PBI to check whether plan members and beneficiaries had died, so the letters went to people in benefit and pension plans whose sponsors use Milliman. The monitoring period has ended for most recipients; a free credit freeze with Equifax, Experian and TransUnion still protects you, and IdentityTheft.gov gives a recovery plan if your information has been misused.
What do BBB complaints about Milliman concern?
The BBB profile for Milliman Inc, Seattle, shows 59 complaints in the last 3 years. They come mainly from pension plan members and families and describe delayed death-benefit and survivor payments, slow withdrawals, identity checks and trouble reaching a representative; one disputes an IntelliScript report. These are complainants' accounts, not findings.
Where is Milliman based?
Milliman lists its Seattle office at 1301 Fifth Avenue, Suite 3800, Seattle, WA 98101-2646, and the BBB profile lists that address as its headquarters. The company says it was founded in 1947 and has offices in major cities around the world.
