Flagship Communities residents: who to contact, lot rent and fee notice, and complaint routes (checked October 7, 2026)
Flagship Communities' own site, opened on October 7, 2026, shows a resident route that starts at the community. Its careers page says: 'We have on-site management at all our communities along with our district managers.' The site menu lists, under Residents, 'Make A Payment' (a link to ssk.twa.rentmanager.com) and 'Customer Service' (flagshipcommunities.com/customer-service/). When the Customer Service page was opened on October 7, 2026 the server returned '500 Internal Server Error' with 'Request Timeout', so this page could not read what it says; check it directly. This page did not review a Flagship lease or park rules: those and state law decide your rights.
Who to contact. Start with the community office named in your lease, and keep requests in writing (email, portal message or a dated letter) with photos for repair issues. BBB lists (859) 342-5111 for the company; that is a BBB listing, not a resident line published by Flagship that this page could confirm. The investor relations line, 859-568-3390 and [email protected], is for unitholders.
Lot rent and fee changes. Flagship's communities are in Kentucky, Indiana, Ohio, West Virginia, Tennessee, Illinois, Arkansas and Missouri, and the rules differ by state. As one example, Ohio's manufactured home park law (Revised Code 4781.40(B)) says a park operator must fully disclose all fees, charges, assessments and rental fees in writing before a rental agreement is signed, and that a change must carry a date 'not less than thirty days after written notice of the change,' with no increase 'during the term of any tenant's or owner's rental agreement.' Section 4781.36 bars an operator from retaliating, by raising rent or threatening an eviction action, because a resident complained to a government agency about a health or safety code violation or complained to the operator about the operator's statutory obligations. This page did not review the park-lease laws of the other seven states, including notice and eviction rules in Illinois and West Virginia.
If the office does not resolve it. A state attorney general's consumer office is a general complaint route in each state. The Kentucky Attorney General's Office of Consumer Protection says Kentuckians unable to resolve a complaint may use its online consumer complaint form to receive mediation, and lists 502-696-5389 and a hotline, 888-432-9257. The Ohio Attorney General's page says 'File a complaint with the Ohio Attorney General' (filecomplaint.ohioattorneygeneral.gov). The Indiana Attorney General's File a Complaint page lists a Consumer Complaint form. The West Virginia Attorney General's site lists 'File a Complaint' under Consumer Protection. The Tennessee Attorney General's page says its Division of Consumer Affairs 'will forward your complaint to the individual or business and attempt to facilitate a mutually acceptable resolution' and that the office cannot represent you; the Arkansas Attorney General's page says that if it finds a concern appropriate for mediation it will contact the business, send it the complaint form and request a written response within 30 days, and that mediation is unavailable if you have retained a private attorney or the matter is in court. Attorney general offices for Illinois and Missouri were not checked. Whether a given agency can act on a lot-rent or maintenance dispute depends on the state and the facts.
Buying a home through Flagship. A BBB review dated April 20, 2026 (1 star) says the reviewer bought a home through Flagship's sales team in January, closed on March 9 and had not received keys by April 20; it is one customer's account as displayed by BBB, not a finding. BBB lists a related business named Augusta Home Sales. The REIT's 2025 Annual Information Form says Empower Park, LLC (an entity majority-owned by the REIT's President and Chief Executive Officer) provides home sales services to the REIT under a services agreement, and that employees of Flagship Operating's subsidiaries, including Management FC, LLC, provide home sales activities including at REIT properties. A home buyer is therefore dealing with more than one party at once, so identify in writing who the seller is, who the lender and any warranty provider are, who owns the community lot, and what the lot lease says.
Flagship Communities regulator actions: none identified in the sources checked
The REIT's 2025 Annual Information Form says the REIT and its subsidiaries 'are not, and have not been in the last fiscal year, involved in any legal proceedings or regulatory actions which would have a material effect on the REIT'; that is the company's own statement and is limited to material matters. Separately, no enforcement action, consent order or settlement with a state attorney general, HUD, the FTC or another regulator naming Flagship Communities, Management FC, LLC or the REIT was identified in the sources checked on October 7, 2026. Those sources were web searches pairing the company name with 'attorney general', 'consent' and 'class action', and the Justia federal docket party search described under litigation. This page did not search the FTC, HUD or CFPB enforcement databases, any state attorney general's enforcement database, a Kentucky housing or buildings department, or state courts, so this is a statement about what was checked, not a statement that none exists.
Zoning dispute filed by the company. The REIT is a co-plaintiff, not a defendant, in a federal suit over a rezoning denial in Elsmere, Kentucky; see the litigation section.
Flagship Communities background: the REIT, its communities, leadership and recent events
Who the company is. Flagship Communities Real Estate Investment Trust describes itself as an internally managed, unincorporated, open-ended real estate investment trust established under a declaration of trust under the laws of the Province of Ontario. Its units trade on the TSX as MHC.U and MHC.UN, and its Investor Relations contact page gives a head office at 2220 Grandview Drive, Suite 280, Ft Mitchell, Kentucky 41017. Its news releases are datelined Toronto and state they are 'Not for distribution to U.S. newswire services'. Its financial releases refer to SEDAR+ for the REIT's filings; this page did not search SEC EDGAR. The REIT's 2025 Annual Information Form defines Management FC, LLC as a Delaware limited liability company that is 'a wholly-owned subsidiary of Flagship Operating,' 'the direct owner of four of the Communities' and 'the employer for all direct and indirect employees of the REIT'; the docket name 'Management FC, LLC doing business as Flagship Communities' in the federal case below therefore refers to that subsidiary.
What it operates. The model is land-lease: the REIT's overview page says residents are generally 'owner-occupiers of their homes' who 'rent a lot' in a community. The second quarter 2026 release says that at June 30, 2026 the REIT owned 87 manufactured housing communities with 17,044 lots plus two RV resort communities with 470 sites, in eight contiguous states. The company's Communities overview page counts the 87 manufactured housing communities and the two RV resorts together as 89 communities and 17,044 lots; its REIT Overview page still shows 87 communities and 16,920 lots, which matches the December 31, 2025 figure in the release. The company says it began in 1995 with one community and 152 lots and that it has on-site management at all communities.
Leadership and related parties. The Leadership page lists Kurt Keeney as President and Chief Executive Officer, Nathan Smith as Chief Investment Officer and Eddie Carlisle as Chief Financial Officer. The REIT Overview page says the REIT has a preferential right to purchase manufactured housing communities offered by Empower Park, LLC, 'an entity controlled by the REIT's Chief Executive Officer and Chief Investment Officer.'
Rents, as the company reports them. The releases report a Weighted Average Lot Rent of US$448 at December 31, 2024, US$483 at December 31, 2025 and US$516 at June 30, 2026, defined as 'the lot rent for each individual community multiplied by the total lots in that community summed for all communities divided by the total number of lots for all communities.' They attribute revenue growth to acquisitions and 'lot rent increases across the REIT's portfolio.' These are portfolio averages, not what any one resident pays, and this page does not compare them with any other source.
Recent events. On August 26, 2026 the REIT announced that the Toronto Stock Exchange had accepted its notice of a normal course issuer bid: the REIT 'may repurchase on the open market, at its discretion' up to 1,642,039 trust units, 'approximately 10 percent of the public float,' between August 28, 2026 and the earlier of August 27, 2027 and completion of purchases. Repurchases are discretionary. A news release dated September 29, 2026 says the REIT acquired a 125-lot manufactured housing community in Frankfort, Kentucky, 54 percent occupied, for about US$2.0 million. The second quarter 2026 release says the REIT acquired a 28-lot community in northern Ohio and was named Kentucky Manufactured Housing Institute Community of the Year for Sawyier Pointe, the fifth consecutive year it has won that institute's award.
Flagship Communities complaint record: this site's posts, BBB as displayed and Trustpilot
This site's own archive. As of October 7, 2026, usacomplaints.com has 0 approved complaint posts that name Flagship Communities, Management FC, LLC or Garvey Farm (database search of titles, offender fields and text for 'flagship communit', 'Garvey Farm', 'Management FC', 'flagshipcommunities' and the company's Erlanger and Fort Mitchell addresses and BBB-listed phone). One 2004 post about 'Flagship Property Management' concerns a Jacksonville, Florida apartment complex at a different address and is not linked to this company.
BBB, as displayed on October 7, 2026. The BBB profile for Flagship Communities (467 Erlanger Road, Suite 200, Erlanger, KY) shows an A- rating and 'This business is NOT BBB Accredited.' Its complaints tab says '18 total complaints in the last 3 years' and '5 complaints closed in the last 12 months.' BBB displayed 10 complaint entries dated December 20, 2024 to August 24, 2026; BBB's own type labels on those ten are Billing Issues (3), Facilities Issues (4), Service or Repair Issues (2) and Product Issues (1), and BBB notes that displayed complaint text 'might not represent all complaints filed.' The most recent displayed entry (August 24, 2026) is a former resident's account that a security deposit, or an itemised breakdown of why it was withheld, had not arrived more than three months after moving out; it is an allegation as displayed by BBB. The reviews tab shows 1 out of 5 stars, 'Average of 5 Customer Reviews.' BBB's raw page data lists the file opened on August 25, 2009 and the business started on June 5, 1995. These BBB figures are not added to this site's own posts.
Trustpilot. The URL trustpilot.com/review/flagshipcommunities.com returned 'The page you're looking for could not be found' on October 7, 2026, and a Trustpilot search for 'flagship communities' showed other businesses (for example flagship.shop and Sun Communities) but no entry for this company on its first results page. ComplaintsBoard, Google reviews and resident social-media groups were not reviewed.
Flagship Communities litigation record: federal dockets found
Garvey Farm LP and Flagship Communities REIT v. City of Elsmere, Kentucky (E.D. Ky., 2:23-cv-00015). Filed January 27, 2023, this is a case the owners brought, not a resident case. In a May 26, 2023 opinion the court describes the plaintiffs as owning and operating a mobile home park in Elsmere that had acquired 18.02 adjacent acres for expansion, and says they alleged the city's denial of a rezoning amendment was pretext and discriminatory under the Fair Housing Act and other theories. The court granted the city's motion in part and denied it in part: due process claims were dismissed without prejudice, 'pretextual taking' and conspiracy-to-take claims were dismissed with prejudice, and the individual council members and administrator were held immune in their individual capacities. The Fair Housing Act claims were not dismissed: the opinion says the defendants did not challenge the claims under sections 3604(a) and 3617, and it rejected the argument that the vacant land was not a 'dwelling' for the section 3604(b) claim. CourtListener shows the docket terminated on June 26, 2024; this page did not locate the terminating order, so how the case ended is not stated here.
Stephens v. Management FC, LLC (S.D. W. Va., 3:24-cv-00698). Filed December 4, 2024 against 'Management FC, LLC doing business as Flagship Communities'; the docket header lists the cause as diversity-employment. A docket entry dated October 27, 2025 is a memorandum opinion and order denying the defendant's motion for summary judgment. This is an employment matter, not a resident complaint, and this page did not read the pleadings.
Search scope. A Justia dockets party search for 'Flagship Communities' on October 7, 2026 returned three federal cases: the two above and a 2018 federal tax case in Florida that lists 'Flagship Community Bank' only as a garnishee, which is unrelated. State-court cases involving residents were not searched, and no consumer class action against the company was identified in the sources checked.
Is Flagship Communities Legitimate?
Flagship Communities Real Estate Investment Trust is an identifiable operator: a TSX-listed Ontario REIT with a stated head office in Fort Mitchell, Kentucky, which says it owned 87 manufactured housing communities and two RV resorts in eight states at June 30, 2026. BBB shows an A- rating, no accreditation, 18 complaints in the last 3 years and 1 out of 5 stars from 5 customer reviews as displayed on October 7, 2026. No regulator action naming the company was identified in the sources checked, and the federal dockets found are a zoning suit the owners filed and an employment case. The company's Customer Service page timed out when opened, and this page did not review any Flagship lease, so rent, fee and maintenance questions are decided by the lease, the park rules and the law of the state where the community sits.

On May 26, 2023 the court granted the city's motion to dismiss in part and denied it in part: due process claims dismissed without prejudice; 'pretextual taking' and conspiracy-to-take claims dismissed with prejudice; individual council members and the administrator held immune as individuals. The order did not dismiss the Fair Housing Act claims (the defendants did not challenge those under sections 3604(a) and 3617, and the court rejected the 'dwelling' argument against section 3604(b)). CourtListener lists the docket as terminated on June 26, 2024; the terminating order was not located, so the final disposition is not stated. Frequently Asked Questions
Who do I contact at Flagship Communities about maintenance, rent or a lease problem?
The company's careers page says there is on-site management at all communities, and the site menu lists a Customer Service page under Residents. That page returned a server timeout when opened on October 7, 2026, so its contents were not read. BBB lists (859) 342-5111; that is a BBB listing, not a resident line the company published on a page this site could open. Put requests in writing and keep copies.
Where do I pay rent to Flagship Communities?
The company's site menu lists 'Make A Payment' under Residents and links it to ssk.twa.rentmanager.com. This page did not open that portal. Confirm the payment method and any fees in your own lease and in your community office's written instructions.
Can Flagship Communities raise my lot rent, and how much notice is required?
It depends on the state and your lease. In Ohio, Revised Code 4781.40(B) says a change in fees or rental fees must carry a date 'not less than thirty days after written notice of the change' and that no fee 'shall be increased during the term of any tenant's or owner's rental agreement.' This page did not review the laws of Kentucky, Indiana, West Virginia, Tennessee, Illinois, Arkansas or Missouri. The company's releases report a portfolio Weighted Average Lot Rent of US$483 at December 31, 2025 and US$516 at June 30, 2026, which are averages, not any one resident's rent.
Who owns and operates Flagship Communities?
Flagship Communities Real Estate Investment Trust, an internally managed, unincorporated, open-ended trust established under the laws of the Province of Ontario, trades on the TSX as MHC.U and MHC.UN and gives a head office at 2220 Grandview Drive, Suite 280, Fort Mitchell, Kentucky. Has Flagship Communities been sued or taken to court by a regulator?
In the sources checked on October 7, 2026, no regulator action naming the company was identified. A Justia federal party search returned two cases involving it: Garvey Farm LP and Flagship Communities REIT v. City of Elsmere, Kentucky (the owners as plaintiffs, over a rezoning denial; filed January 27, 2023, docket terminated June 26, 2024) and Stephens v. Management FC, LLC (an employment matter in West Virginia; summary judgment denied October 27, 2025). State courts were not searched.
How do I file a complaint about a Flagship Communities community with a state office?
Each state's attorney general has a consumer complaint route. The Kentucky Attorney General's Office of Consumer Protection offers an online consumer complaint form for mediation (502-696-5389; hotline 888-432-9257); the Ohio Attorney General's page links 'File a complaint'; the Indiana Attorney General's page lists a Consumer Complaint form; and the West Virginia Attorney General's site lists 'File a Complaint' under Consumer Protection. The Tennessee Attorney General's Division of Consumer Affairs says it will forward a complaint to the business and attempt to facilitate a resolution, and the Arkansas Attorney General may contact the business for mediation; Illinois and Missouri offices were not checked. You can also file a BBB complaint.
