Charter Space
Charter Space is the name used by Charter Space Technologies, Inc., a privately held Delaware corporation reported to be based in El Segundo, California, which brokers insurance for space and defense companies through its brokerage Charter Interplanetary Risk Corporation (CIRC) and sells a systems-engineering software product called Ubik. Press reports dated September 30, 2026 say it closed a $5 million seed round led by Crystal Venture Partners and serves more than 50 companies; those figures come from the company and the press and were not checked against records. As of 2026-10-01 no BBB profile or ComplaintsBoard page for the company was found, its Trustpilot profile was unclaimed with 0 reviews, and USAComplaints has 0 complaints about it. The brokerage's insurance licenses could not be confirmed during this check: Florida's corporate registry lists the brokerage as a Delaware corporation formerly named Plover Underwriting Services, Inc., which is a registration record rather than a license, and the license lookups that could be searched returned no match, so this page lists each lookup and explains how to verify licensing yourself.

Dealing with Charter Space or its brokerage? What to check
Charter Space (the company writes "Charter") addresses businesses: its insurance page is aimed at satellite makers, launch providers and other space and defense firms, and its Ubik software page lists plans for engineering teams. This page is not about Charter Communications (Spectrum cable); see the FAQ below. If you are weighing a quote, a broker-of-record request or a software subscription, these are the points that matter most.
- Identify the exact legal names on your paperwork. Charter's own pages use several: its Privacy Notice names "Charter Space Technologies, Inc."; the body of its Terms of Service names "Charter Space, Inc., a Delaware corporation" and then gives the address of "Charter Space Technologies, Inc."; its older Cookie Policy says "Charter Space Technologies Ltd." The brokerage is described on its FAQ as "The Charter Interplanetary Risk Corporation (CIRC)". The Florida Division of Corporations record for "THE CHARTER INTERPLANETARY RISK CORPORATION" (document F24000000919, Foreign Profit Corporation, state DE, status ACTIVE as displayed on 2026-10-01) shows a name change amendment filed 03/20/2026 with the note "OLD NAME WAS : PLOVER UNDERWRITING SERVICES, INC." and lists Yuk Chi Chan as President, Secretary, Director and CEO. That record does not say whether Charter Space Technologies, Inc. owns CIRC, so ask for the ownership and the licensed entity's exact name in writing.
- Ask who is the licensed producer and in which state. Charter's FAQ says Charter is "the only nationally-licensed insurance brokerage in the U.S. that specializes in insuring critical infrastructure companies across industries important to national security." No license number or list of states appeared on the pages I opened. The license lookups I could search on 2026-10-01 returned no match for the brokerage's name, and the others could not be searched (each lookup is listed in the legitimacy section); a Florida corporate registration is not an insurance license. Before signing a broker-of-record letter, look up the license yourself on your state insurance department's licensee search; California's Department of Insurance describes its tool as a way to "Search for license status information based on license number or name."
- Read the broker-of-record terms. Charter's FAQ says: "Charter receives commissions for policies that we successfully place. Charter's services come at no added or upfront costs to our clients," and that as broker of record Charter "will serve as your primary point of contact for all insurance related matters, including renewals, changes and claims coordination." Ask what happens to your existing broker's role and how and when you can end the appointment.
- Ask for the named insurers and policy documents. A broker places coverage with insurers; request the insurer names, quote terms, exclusions and the declarations page in writing.
- For the Ubik software, read the Terms of Service: they state "Fees are non-cancelable and non-refundable" and "Initial term per Order Form with automatic renewal unless 14 days notice given" (more in the FAQ below). They also say the customer grants Charter Space "a non-exclusive, royalty-free, fully-paid worldwide license to access and use the Customer Data to provide the Service" and that Charter Space "may aggregate, collect and analyze Customer Data to improve services or disclose in aggregated and anonymized format"; engineering teams handling export-controlled data should read that clause and the Terms' ITAR language ("Customer must comply with all applicable export control laws") before uploading.
- Contact Charter: [email protected] for quotes and insurance questions (its FAQ says it will "schedule a quick 30 minute call"); [email protected] for software support (the Terms promise a response "within two business days"); [email protected] is the contact in the Terms. No telephone number was published on the Charter pages I opened.
- If a problem is not resolved, complain to the insurance department of the state where the policyholder is located. California's Department of Insurance lists "File a Complaint - Ask a question or file a complaint" on its Getting Help page.
Who Charter Space is and what it sells
Entity and location. Charter's Privacy Notice (last updated 20 July 2026) says: "Charter Space Technologies, Inc. is a privately-owned Delaware C-Corporation operating in California." An SEC Form D filed on 2025-09-03 by "Charter Space Technologies, Inc." (EDGAR CIK 0002084385) lists a Delaware corporation with a business address at 3951 Higuera Street, Culver City, California, and names Yuk Chi Chan and Yukun Yin as executive officers (Chan also as director). The Terms of Service list "584 Castro Street, Suite #3303, San Francisco CA 94114" as the address of Charter Space Technologies, Inc. TechCrunch's September 30, 2026 article describes the company as El Segundo, California based. I did not find a street address on Charter's own pages and did not characterize any of these addresses.
Founding. TechCrunch (October 28, 2025) wrote that Yuk Chi Chan, "a former space lawyer", set out to build Charter Space in late 2021; the Form D gives 2023 as the year of incorporation, so the two dates may refer to different things. Charter's seed-round release calls Chan "co-founder and CEO"; TechCrunch's September 30, 2026 article names Yukun Yin as the other founder.
What it sells. Charter describes two lines: insurance placement for space and defense companies, and Ubik, "fully modular and extensible systems engineering and mission planning" software. Its insurance page lists pre-launch, launch, in-space and commercial coverages (for example general liability, property, workers compensation, cyber, directors and officers, technology errors and omissions). Its "For Engineers" page states a "Minimum insurable asset value = $2M" and, "for clients obtaining insurance through Charter," Ubik prices of $99 per month or $1,000 annually (Commercial) and $499 per month or $5,000 annually (GovCloud), and displays SOC2 and CMMC Level 1 badges (company display, not verified here). Charter's FAQ says Charter is a broker, not the insurer: "we represent you as the client. We go to market on your behalf, get quotes from different insurance companies."
CIRC in the Florida registry. A name search on search.sunbiz.org on 2026-10-01 returned "THE CHARTER INTERPLANETARY RISK CORPORATION", document F24000000919, Foreign Profit Corporation, state DE, filed 02/01/2024, status ACTIVE, with annual reports filed 05/01/2025 and 04/24/2026. Its name history shows one name change amendment filed 03/20/2026: "OLD NAME WAS : PLOVER UNDERWRITING SERVICES, INC." The record's principal and mailing address is 584 Castro St Ste 3303, San Francisco (changed 04/24/2026), the same street address the Terms of Service give for Charter Space Technologies, Inc.; the registered agent shown is Corporate Creations Network, Inc. This is a corporate registration record: it does not state who owns the company and it is not an insurance license.
Brokerage launch. Charter's own pages give two timings. Its seed-round release of September 30, 2026 refers to "the May 2026 launch of its nationally-licensed insurance brokerage, the Charter Interplanetary Risk Corporation", and its news page republishes TechCrunch's summary of that release ("following the launch of its nationally-licensed insurance brokerage in May"). The same news page republishes Payload's February 25, 2026 article "Exclusive: Charter Space Launches an Insurance Brokerage", which says "Charter launched its own insurance brokerage this week" and names Amanda Lipps as SVP of Insurance Operations. This page repeats the dates as published and does not choose between them.
Insurer relationships and acquisition (as reported). Payload reported on March 10, 2025 that Charter's early-access insurance product worked with Munich Re, AXA XL, ASIC and Price Forbes; this is a 2025 press statement and I did not confirm the current markets. TechCrunch (October 28, 2025) reported that the company announced at TechCrunch Disrupt the acquisition of Plover Parametrics, a Y Combinator-backed insurtech originally focused on climate parametric products, and that Chan said the move lets Charter provide "white glove" service by placing policies directly. No transaction terms were seen. The Florida record above shows the former name "Plover Underwriting Services, Inc."; no source I opened states how that name relates to Plover Parametrics, so this page does not connect them.
Funding (as reported, not verified). TechCrunch and Coverager (September 30, 2026) report a $5 million seed round, $8 million raised in total, led by Crystal Venture Partners with QED, Blank Ventures, Hustle Fund and Gaingels (Charter's own release says the round follows "the company's earlier $3 million pre-seed round"), and say CIRC serves "more than 50 companies" with a backlog of "more than $35 million in gross written premiums." Dealroom's article of the same date gives a different figure in its text ("$3.24M seed"). The only SEC filing by the company itself, the Form D above, reports a total offering amount of $3,960,000, all sold, to 40 investors, with a first sale on 2025-08-28; two Vermont LLCs named "Gaingels Charter Space" filed their own Forms D in 2025. These figures are separate and are not added together here.
Terms and privacy. The Terms of Service (last updated 29 November 2025) cover the Ubik software; see the first section for fees, term and data license. The Privacy Notice (last updated 20 July 2026) says: "No purpose in this Privacy Policy will require us keeping your Personal Data for longer than eighteen (18) months past the date of their provision." Charter's news page lists announcements dated from January 23, 2023 to September 30, 2026.
Complaint and review record (as displayed 2026-10-01)
Snapshots below were read on 2026-10-01 and are not combined.
- USAComplaints: 0 approved complaints about Charter Space or Charter Interplanetary Risk Corporation. Posts about Charter Communications (Spectrum) were not linked.
- BBB: searching bbb.org for "Charter Space" (nationwide) returned 4 results, none of them this company; "Charter Interplanetary Risk" returned no results, and "Charter Space Technologies" near El Segundo, CA returned no results. No BBB profile was identified in those searches; I did not search other cities.
- Trustpilot: the profile for charter.space is shown as "Unclaimed profile" with 0 reviews and 0 reviews in the last 12 months.
- ComplaintsBoard: searching "Charter Space" returned 12 reviews, all about other companies (for example Spectrum cable service, Fifth Third Bank and Canadian Tire); no Charter Space company page was found.
- Court records: searches of the CourtListener RECAP archive for case names and parties "Charter Space" and "Charter Interplanetary" returned 0 results. A plain-text search for the phrase "Charter Space" returned 26 results, none identified as this company (they concern unrelated ship-charter disputes), and I list none of them. A search of this kind does not cover state courts or arbitration.
- Regulators: no regulator order, fine or enforcement action against the company was identified in the sources I could open. State insurance department enforcement-action databases were not successfully searched in this check, and the license lookups that were tried are listed in the legitimacy section, so this is a limit of the check, not a clean-record finding.
Is Charter Space Legitimate?
What could be confirmed: an SEC Form D filed on 2025-09-03 identifies "Charter Space Technologies, Inc." as a Delaware corporation with Yuk Chi Chan as CEO, and the company's Privacy Notice, Terms of Service and website name the same entity. That filing is a notice of an exempt securities offering; it is not a license, an audit or an endorsement.
Corporate registration, not a license. Florida's Division of Corporations lists "THE CHARTER INTERPLANETARY RISK CORPORATION" (document F24000000919, Foreign Profit Corporation, state DE, status ACTIVE as displayed on 2026-10-01; name change amendment filed 03/20/2026, old name "PLOVER UNDERWRITING SERVICES, INC."). That is a corporate registration record; it names no insurance license and does not state ownership.
Insurance licensing: not confirmed. Charter says it is "nationally-licensed" (FAQ and seed-round release), and press articles repeat that. No license number, National Producer Number or state list appeared on the Charter pages I opened. Lookups tried on 2026-10-01:
- Texas Department of Insurance agent lookup (the TDI page "Look up an agent by name or license number" links to the Sircon Compliance Express Consumer Inquiry, Texas, entity type Agency): firm name "Charter Interplanetary Risk" with city "San Francisco", and with city "El Segundo", and firm name "The Charter Interplanetary" with city "San Francisco" each returned "No licensees found matching the criteria." The same form returned results for an unrelated query (firm name "Charter", city "Houston"), so the form was working.
- The same Sircon Consumer Inquiry for the other eight states it offers (Colorado, Georgia, Indiana, Minnesota, Nevada, Pennsylvania, Utah, Wyoming), entity type Agency, firm name "Charter Interplanetary Risk", city "San Francisco": each returned "No licensees found matching the criteria." This search matches firm name and city only; it would not show a license held under a different firm name or in a different city.
- California Department of Insurance license lookup (cdicloud.insurance.ca.gov/cal/BusinessNameSearch): the page returned "Service unavailable" and "The request is blocked." No search was run.
- Florida Department of Financial Services Licensee Search (licenseesearch.fldfs.com): in my browser the page did not load (browser error page) and a direct request timed out after 40 seconds. A text render of the page showed the search form (fields including Agency/Firm Name, FL License # and NPN #), and the form submits through a token-protected POST that I could not run, so no search was made.
- Colorado DORA license lookup (apps.colorado.gov/dora/licensing): the page showed a "Human Verification" check; I did not attempt it.
- NIPR National Producer Number lookup required a reCAPTCHA and an SSN or FEIN; NAIC State Based Systems redirected to a login page; California Secretary of State business search showed a CAPTCHA. I did not log in or attempt any CAPTCHA. These were checked earlier on the same day.
- SEC EDGAR full-text search for "Charter Interplanetary" returned no filing.
None of this shows that a license exists or does not exist. New York and the remaining states' lookups were not searched here.
Re-check on 2026-10-19: the California Department of Insurance license lookup again returned "Service unavailable / The request is blocked" and the Florida Department of Financial Services licensee search again did not load in the browser, so neither search was run. A web search for news about Charter Space and Charter Interplanetary Risk Corporation returned no item dated after the September 30, 2026 seed-round coverage already cited. License status remains not confirmed.
How to check: search the exact legal name shown on your documents in the licensee search of your own state's insurance department (and any state where the broker will place your risk), and check whether the license is for the entity named on your broker-of-record letter and policy paperwork. For California, the Department of Insurance's Getting Help page offers "Check License Status" and "File a Complaint".
Company-side inconsistencies noted: three different entity names appear across its Terms, Privacy Notice and Cookie Policy (see above); the Terms were last updated 29 November 2025, the Privacy Notice 20 July 2026 and the Cookie Policy 28 August 2023; the brokerage launch is dated May 2026 in Charter's release and February 2026 in a news item it republishes (see Who Charter Space is); and the cookie banner's "Learn more" link points to a /legal/privacy address that returned a "404 - page could not be found" on 2026-10-01, while the Privacy Notice is live at /privacy.

Frequently Asked Questions
What is Charter Space?
Charter Space is the name used by Charter Space Technologies, Inc., which its Privacy Notice calls "a privately-owned Delaware C-Corporation operating in California." It markets insurance brokerage for space and defense companies through "The Charter Interplanetary Risk Corporation (CIRC)" and a software product called Ubik for systems engineering and mission planning. Charter's seed-round release is datelined El Segundo, C.A., and says CIRC is "already servicing over 50 companies across the U.S. space and defense industrial base"; that figure is the company's own statement and was not independently confirmed. The Florida Division of Corporations lists THE CHARTER INTERPLANETARY RISK CORPORATION as a Delaware corporation, formerly named Plover Underwriting Services, Inc.; the sources opened do not state whether it is owned by Charter Space Technologies, Inc.
Is Charter Space (Charter Interplanetary Risk Corporation) a licensed insurance broker?
Charter's FAQ calls Charter "the only nationally-licensed insurance brokerage in the U.S. that specializes in insuring critical infrastructure companies across industries important to national security." No license number or state list appeared on the Charter pages I opened. On 2026-10-01 the Texas Department of Insurance agent lookup (Sircon Consumer Inquiry) and the same tool for eight other states returned "No licensees found matching the criteria" for firm name "Charter Interplanetary Risk" in San Francisco (and in El Segundo for Texas); California's lookup returned a "request is blocked" page, Florida's lookup could not be loaded or submitted, and others required a CAPTCHA or login. The Florida Division of Corporations lists the company as a registered foreign corporation, which is a corporate record and not an insurance license. On 2026-10-19 the California and Florida lookups were tried again and still could not be searched. License status is therefore not confirmed here; search the exact entity name on your state insurance department's licensee search before signing a broker-of-record letter.
How does Charter get paid, and what does Ubik cost?
Charter's FAQ answers the question "Do you charge for being my Broker of Record?" with: "No, Charter receives commissions for policies that we successfully place. Charter's services come at no added or upfront costs to our clients." Separately, its "For Engineers" page lists Ubik pricing "for clients obtaining insurance through Charter": Commercial at $99 monthly or $1,000 annually, and GovCloud at $499 monthly or $5,000 annually, with custom deployments by contacting Charter. Ask Charter in writing how the commission is shown on your quote and whether a software plan is optional or tied to the insurance placement.
How do I contact Charter Space?
Charter's insurance page says "You can email us directly at [email protected]," and its FAQ says it will "schedule a quick 30 minute call." Its Terms of Service give [email protected] for software support ("commercially reasonable response within two business days") and [email protected] as a general contact; the Privacy Notice gives [email protected]. The insurance and Ubik pages each have a web form. No telephone number was published on the Charter pages opened on 2026-10-01. The Terms give the postal address "Charter Space Technologies, Inc., 584 Castro Street, Suite #3303, San Francisco CA 94114."
How do I cancel or end a Charter Ubik software subscription or a broker appointment?
The Terms of Service (last updated 29 November 2025) state: "Fees are non-cancelable and non-refundable"; "Initial term per Order Form with automatic renewal unless 14 days notice given"; and "Either party can terminate without cause on first day of following month." Support is at [email protected]. For an insurance broker-of-record appointment, the pages I opened did not describe a cancellation procedure; Charter's FAQ says only that after you authorize it, Charter serves as your primary point of contact for renewals, changes and claims coordination. Ask Charter for the appointment document and its termination terms in writing, and do not assume that ending a broker appointment cancels an insurance policy.
Who owns and funds Charter Space?
The Privacy Notice calls the company privately owned. Charter's own release (September 30, 2026) says it closed an oversubscribed $5 million seed round led by Crystal Venture Partners with participation from QED, Blank Ventures, Gaingels, Hustle Fund and others, bringing "total funding to $8 million, following the company's earlier $3 million pre-seed round"; TechCrunch (same date) reports the same figures. Dealroom's same-day article gives "$3.24M seed" in its text. In SEC filings, the company's own Form D (filed 2025-09-03) reports a $3,960,000 offering, all sold, to 40 investors, with a first sale on 2025-08-28. These numbers come from different sources and are not added together; ownership percentages were not found.
Are there complaints or reviews about Charter Space?
As displayed on 2026-10-01: BBB searches for "Charter Space," "Charter Interplanetary Risk" and "Charter Space Technologies" (near El Segundo, CA) found no profile for the company; Trustpilot shows an unclaimed profile for charter.space with 0 reviews; ComplaintsBoard has no Charter Space page; USAComplaints has 0 complaints about it; and CourtListener RECAP searches for the company names returned 0 case or party matches. Charter's pages are addressed to businesses, so consumer review sites may not be where its customers post. Absence of listings is not an assessment of the company's service.
Where can I complain about an insurance broker?
Insurance producers are licensed and supervised by state insurance departments. California's Department of Insurance lists "File a Complaint - Ask a question or file a complaint" and "Check License Status" on its Getting Help page; if the policyholder is in another state, use that state's insurance department. First, send Charter a written complaint to [email protected] with your policy or quote number and the outcome you want, and keep copies. If the dispute is about the insurer's coverage decision rather than the broker's service, raise it with the insurer named on the policy.
