Submit a ComplaintBinance.US complaints: who runs it, where to complain, and which regulator handles what
This page was checked on 2026-10-20. It covers Binance.US, the U.S. exchange that, per its Terms of Use, is provided by BAM Trading Services Inc. ("BAM Trading"), and it separately records U.S. enforcement matters involving the global Binance Holdings Limited ("BHL"), which the same Terms describe as a separate entity.
- Company complaints route (Terms of Use). The Terms (last updated June 5, 2026) say a customer with a complaint "may, but [is] not required to, first open a ticket with Customer Support," and, if Customer Support has been unable to resolve the issue, should email [email protected] with the Customer Support ticket number, the cause of the complaint and the resolution requested. The Terms add: "Without a Customer Support ticket, we will not be able to respond meaningfully to your complaint email." They say that within thirty business days of receipt the Complaint Officer will use reasonable efforts to address the points raised and may offer to resolve the complaint as requested, reject it with reasons, or offer an alternative proposal. The Help Center is at support.binance.us.
- State license disclosures. Inside state-specific disclosure rows (for example Arizona), the Licenses page says: "If you have a complaint, please contact BAM Trading Services at 1-844-900-1450 or [email protected]." Those rows also direct a customer with an unresolved complaint about money transmission activity to the state regulator's online complaint form for that state.
- Regulators. The Licenses page says Binance.US is registered as a Money Services Business with FinCEN and lists state money transmitter licenses under NMLS ID 1906829, each with the issuing state agency's contact details. A state complaint goes to the agency listed for your state there.
- CFPB. The CFPB accepts complaints about financial products through its portal at consumerfinance.gov/complaint; on 2026-10-20 a company-name lookup in the public complaint database did not return Binance, Binance.US or BAM Trading (see the complaint-record section).
- Arbitration. The Terms of Use state in capitals that they contain "an agreement to arbitrate" disputes between the customer and BAM and "a waiver of your right to participate in a class action."

The Terms say arbitration is conducted under the American Arbitration Association's Consumer Arbitration Rules on an individual basis and is held virtually. A search of the Terms' full text on 2026-10-20 found the words "opt out" only in the staking sections, not in the arbitration section. Read the Terms' dispute section before filing in court.
- Where Binance.US is offered. The Help Center list dated June 3, 2026 says a customer cannot register and verify an account when residing in Alaska, American Samoa, Connecticut, Georgia, Guam, Maine, Northern Mariana Islands, New York, North Carolina, North Dakota, Ohio, Oregon, Texas, U.S. Virgin Islands, Vermont or Washington, and that USD services are not available in the crypto-only states Kansas and Wisconsin. The Terms say the list of Restricted States "is subject to change at any time."
- Keep records. Save transaction IDs, support ticket numbers, wallet addresses and screenshots of any restriction notice. The Licenses page carries this company safety notice: "Never send crypto or money to persons you don’t know or accounts you cannot verify."

DOJ, November 21, 2023. The Justice Department's release says Binance Holdings Limited "pleaded guilty today and has agreed to pay over $4 billion" to resolve its investigation into Bank Secrecy Act violations, failure to register as a money transmitting business, and International Emergency Economic Powers Act violations. It states Binance agreed to forfeit $2,510,650,588 and pay a criminal fine of $1,805,475,575, a total of $4,316,126,163, and to retain an independent compliance monitor for three years. The release says Binance also reached agreements with the CFTC, FinCEN and OFAC, with about $1.8 billion credited toward those resolutions. Founder and CEO Changpeng Zhao also pleaded guilty to failing to maintain an effective anti-money laundering program and resigned as CEO. The DOJ Office of the Pardon Attorney's list of clemency grants (2025-present) shows, under October 21, 2025, a pardon for Changpeng Zhao (Western Washington; four months' imprisonment and a $50,000,000 fine, April 30, 2024; failure to maintain an effective anti-money laundering program). The pardon concerns Zhao, not the company's plea.
CFTC. The CFTC's November 21, 2023 release describes a proposed consent order under which Binance would disgorge $1.35 billion and pay a $1.35 billion civil monetary penalty and Zhao would pay $150 million. The docket in CFTC v. Zhao (N.D. Ill., 1:23-cv-01887) shows a Consent Order entered December 14, 2023 and an Amended Consent Order signed January 16, 2024 (see the litigation section).
SEC. In SEC v. Binance Holdings Limited et al. (D.D.C., 1:23-cv-01599), a joint stipulation filed May 29, 2025 states the parties stipulate that the litigation "be dismissed with prejudice as to the conduct alleged in the Amended Complaint," and that the Commission "believes the dismissal of this Litigation is appropriate" as a policy matter. The stipulation names BAM Trading Services Inc. among the defendants. Details are in the litigation section.
Reported DOJ review. A Crypto Briefing article published about ten days before 2026-10-20 reports, citing Tysen Duva, head of the DOJ criminal division, that Binance faces renewed scrutiny over whether it complied with its 2023 settlement, and that the article states no wrongdoing has been charged against the company or its employees in connection with the investigation. This is a secondary report. It concerns the global exchange, not BAM Trading.
FinCEN and OFAC terms were not read from their own pages on 2026-10-20; the amounts on this page are as described in the DOJ release only.

SEC v. Binance Holdings Limited et al. (D.D.C., No. 1:23-cv-01599; filed June 5, 2023). Per the stipulation (docket entry 301, May 29, 2025), the SEC filed an Amended Complaint on October 16, 2024; the case was stayed on February 13, 2025 and the stay continued on April 14, 2025; the parties then stipulated to dismissal with prejudice as to the conduct alleged in the Amended Complaint, "without costs or fees to any party." CourtListener lists the date terminated as May 30, 2025. The stipulation says the SEC's decision "does not necessarily reflect the Commission's position in any other litigation or proceeding." Allegations in the SEC's complaints were not adjudicated.
Other dockets naming BAM Trading Services exist on CourtListener; their claims are not characterized.
