AdjustPro Solutions: read the contract, track the insurer's check, put requests in writing, escalate (checked October 12, 2026)

Who this is. AdjustPro Solutions LLC is a public adjuster in Phoenix, Arizona: an intermediary that, for a fee, represents a policyholder in a property insurance claim (typically roof, storm, water or fire damage). BBB describes it as offering "residential & commercial storm damage property insurance claims throughout Arizona". The website BBB lists (adjustprosolutions.com) did not load on October 12, 2026, so this page relies on BBB, Arizona regulator records and public review pages, not on the company's own terms.

Before signing anything.

  • Ask who will actually inspect the property and negotiate with the insurer, and ask to see that person's Arizona adjuster license. Arizona law (A.R.S. 20-321.01(A)) says a person shall not act as or claim to be an adjuster unless licensed, and A.R.S. 20-321 includes in "adjuster" a person who, for compensation, directly or indirectly solicits business from or advises an insured about claims for a person that adjusts claims (the statute lists exclusions, such as licensed attorneys). In the DIFI consent order described below, the Department found that two people who dealt with complainants for AdjustPro (one of whom inspected a roof) were not licensed adjusters. DIFI says licensees can be searched through the NAIC State Based Systems site (difi.az.gov/license-search: select Arizona, Generate a Report, Search Type Licensee); the order lists National Producer Number 19336967 for AdjustPro and 19319517 for Mr. Smith. This page did not run that search, which requires accepting NAIC terms.
  • Read the signed agreement for the fee (how it is calculated and on what amount), what happens to the insurer's check, and how to terminate. Complaint pages below contain allegations about a 25 percent fee after cancellation. In a BBB response dated August 28, 2026 the company wrote that a client could "choose our refund process and take her refund after our contractual fee has been collected". The contract wording that applies to you is the one you signed.
  • Arizona's home solicitation sales law (A.R.S. 44-5001 and 44-5004) defines such a sale as one in which the seller or its representative personally solicits the sale at a home without prior invitation, appointment or consent, and requires a notice that the buyer may cancel before midnight of the third business day after the transaction. Whether that law applies to a particular public adjuster agreement was not determined for this page, and no cancellation period specific to public adjusters was found in A.R.S. 20-321 and 20-321.01 (the sections read for this page). Ask DIFI or a lawyer, and keep the date you signed.

If a claim check has been issued. Ask your insurer in writing who the check is payable to and who cashed it, and keep copies. In the DIFI order, one homeowner (through a family member) alleged that a check was endorsed without his signature and another that a check was improperly endorsed, and all three complainants alleged that funds were held without completed repairs. The order records these as allegations; its own investigation findings concern unlicensed persons and pre-signed agreements, not the endorsements.

Where to complain.

  • Arizona Department of Insurance and Financial Institutions (DIFI): its complaint guide says DIFI can help with "Bad behavior or misconduct by licensed insurance agents" and that complaints are public records; file through the "File an Insurance Complaint" form linked from difi.az.gov/file-a-complaint (an NAIC online form for Arizona).
  • Arizona Attorney General (consumer complaints): DIFI's page links the online form at azag.gov/complaints and lists (602) 542-5763 in the Phoenix area and (800) 352-8431 in-state toll-free.
  • BBB: the profile offers a complaint form; the company's responses are shown on the complaint tab.
  • The company: BBB lists (602) 562-7901 and an email-business form on its profile. This page could not confirm a complaint or cancellation procedure from the company's own site. Several complainants in 2026 describe unanswered calls and returned emails (see the complaint record below), so keep written copies of every request.

Arizona DIFI consent order 24A-034-INS (filed April 16, 2024): $2,500 civil money penalty

What the order is. The Arizona Department of Insurance and Financial Institutions lists matter 24A-034-INS as a Consent Order, license category Adjuster, enforcement type Penalty, penalty $2,500.00, penalty paid $2,500.00, filed April 16, 2024, naming "ADJUSTPRO SOLUTIONS LLC (NPN 19336967) AND DANIEL WOODY SMITH (NPN 19319517)". The order text says the respondents "admit the following Findings of Fact are true, and consent to the entry of the following Conclusions of Law and Order".

Findings of Fact (as written in the order).

  • The Department received a February 7, 2023 complaint from a daughter on behalf of her father alleging that AdjustPro, through an employee, solicited business at his home in Glendale, that he signed a Public Adjuster Agreement for a State Farm roof claim after it was described as "free assistance to repair the roof of the house", that AdjustPro endorsed the insurer's settlement check without his signature, and that it withheld the funds without completing repairs.
  • Two further complaints were received during the investigation (May 31 and June 19, 2023) alleging that funds were withheld without completed repairs; one also alleged that checks issued when the contract was terminated were declined for insufficient funds, and the other alleged that a CSAA Insurance Exchange check was improperly endorsed.
  • Owner Daniel Woody Smith stated in an Examination Under Oath on July 21, 2023 that he owns AdjustPro and Roofing Claims Services LLC, that the two people who dealt with the complainants were employees of Roofing Claims, that he digitally pre-signed AdjustPro agreements before they were presented to clients, and that he does not typically meet with clients.
  • The order states that neither employee was licensed as an adjuster with the Department "but held themselves out as performing adjusting services", and that "Respondents use unlicensed persons to adjust, investigate, or negotiate settlement of claims".
  • The order states that after being notified of the complaints the respondents "refunded the full claims amounts received from the insurers to the complainants" and represented that they had changed marketing to remove references to "free" work, stopped using pre-signed agreements, and required marketers to disclose that they are not licensed adjusters.

Conclusions and order. The Department concluded the conduct violated A.R.S. 20-295(A)(2) and A.R.S. 20-321 (holding oneself out to adjust claims without a license), and that Mr. Smith is responsible for AdjustPro's and its employees' compliance under A.R.S. 20-285(C)(3). The only sanction ordered was a $2,500 civil money penalty, with the respondents jointly and severally responsible. The consent paragraphs say the order does not preclude other agencies from acting and that repeat findings can bring a larger penalty or license suspension or revocation. The respondents also acknowledged that the Department will report the order to the National Association of Insurance Commissioners (NAIC) and that they must disclose it on any license application and to other states where they hold a license.

Scope. The order covers complaints received in 2023. It does not address the 2025 and 2026 complaints shown on BBB. No other DIFI or Attorney General action was identified in the sources checked on October 12, 2026; the DIFI enforcement search form's results could not be read reliably, so this is not a statement that none exists.

Who AdjustPro Solutions is, per BBB and the DIFI order

Entity. AdjustPro Solutions LLC is listed at 8611 N Black Canyon Hwy, Suite 116, Phoenix, AZ 85021, the business and mailing address of record in the DIFI order. BBB lists Mr. Daniel Woody Smith as owner and shows a business start and incorporation date of October 21, 2019 in its raw page data, and BBB accreditation since May 14, 2020 (BBB file opened May 13, 2020). BBB's entity type is Limited Liability Company.

Licensing. The DIFI order says the Department first licensed AdjustPro as an Arizona-domiciled adjuster (National Producer Number 19336967) on November 1, 2019 and licensed Mr. Smith as a resident adjuster on October 18, 2019. BBB's licensing section lists "PA License # 3000707460" and NP # 19336967. The order states, as written: "AdjustPro's license is scheduled to expire on November 30, 2023" and "Smith's license is scheduled to expire on September 30, 2027." The order does not say whether AdjustPro's entity license was renewed after November 30, 2023, and current license status was not verified for this page (the NAIC lookup requires accepting terms that this review did not accept).

Related business. In the order, Mr. Smith says he owns a second company, Roofing Claims Services LLC, whose employees dealt with the complainants, per the order (the order says one of them, Samuel Fallas, inspected the roof of the first complainant). BBB lists "Roof Repair" and "Mold Remediation" among AdjustPro's products and services, and some complainants say repair work was done by contractors the firm referred; those statements are the complainants' own.

Office and website status. The DIFI order and BBB give 8611 N Black Canyon Hwy, Suite 116, as the address; Yelp lists "Ste 114 & 116". On October 12, 2026 the website BBB lists (adjustprosolutions.com) had no address record in public DNS. In BBB complaints dated June to August 2026, complainants say emails were returned as undeliverable, calls dropped and nobody was at the office, and one (August 20, 2026) says a landlord's Notice of Re-Entry and Landlord's Lien was posted on the office door; these are the complainants' statements and this page did not verify them. The company continued to post responses on BBB through August 30, 2026.

Business model, per BBB. Public adjusting services for storm, water and fire damage claims, including roof claims. The company's own site would normally describe its fee and process; it did not load on October 12, 2026.

This site's own archive. No complaints about AdjustPro Solutions were identified in this site's own complaint archive on October 12, 2026, so no on-site complaint count is given.

BBB. As displayed on October 12, 2026, the BBB profile for AdjustPro Solutions LLC (Phoenix) shows rating A-, BBB Accredited, "63 total complaints in the last 3 years" and "20 complaints filed in the last 12 months", and a customer review average of 3.37/5 from 49 reviews. The most recent complaint displayed is dated August 30, 2026, type Service or Repair Issues, status Answered. Complaint texts are the complainants' accounts, and BBB notes that displayed complaints may not represent all complaints filed.

Recent BBB complaints and company responses. Complaints dated May to August 2026 on the first page of the complaints tab (all answered by the company on BBB) include the following, as the complainants describe them: insurer checks were cashed and no repair work was done (for example $27,313.12 in two State Farm checks in a complaint dated August 20, 2026, and a $10,834.58 payout in one dated June 14, 2026); calls and emails were not answered; and a landlord's re-entry notice was seen on the office door. The company's BBB responses in the same period say refunds would be issued or mailed (for example, July 6, 2026: "The refund has been mailed"; August 30, 2026: "Your refund will be issued this Friday"), and one complainant answered on August 19, 2026 that an agreed refund had not arrived. In an April 24, 2026 response the company wrote that its preferred vendor was reviewing the job and that it no longer had a relationship with a roofing contractor named by the complainant.

ComplaintsBoard. As displayed on October 12, 2026 (page updated September 30, 2026): 2.3 overall from 15 reviews and 9 complaints; the business page is shown as not claimed. Allegations on the page include a check cashed without the homeowner's signature and a 25 percent fee demanded after the owner ended the contract; these are unverified user statements.

Yelp. As displayed on October 12, 2026: 2.2 stars from 42 reviews, unclaimed. Yelp's review highlights list, among others, "Took the stress and headache out of dealing with my insurance" (in 2 reviews) and "Adjust pro solutions knows what they're doing!" (in 3 reviews).

Reading these numbers. The three platforms count different things and are not combined here. Favorable and unfavorable accounts both appear: some reviewers say the insurer paid and the roof was completed, others describe unfinished work, unreturned calls or disputes over fees.

Is AdjustPro Solutions Legitimate?

AdjustPro Solutions LLC is a Phoenix public adjuster that the Arizona DIFI first licensed as an adjuster on November 1, 2019 (per the 2024 consent order), is BBB Accredited with an A- rating as displayed on October 12, 2026, and signed a DIFI consent order in 2024 with a $2,500 penalty that DIFI lists as paid.

The same order records DIFI's findings that unlicensed employees of a related company dealt with homeowners, and the respondents' statement that they refunded the claim amounts received and changed their marketing and contracting practices. BBB shows 20 complaints filed in the 12 months to October 12, 2026, which post-date the order; BBB's rating remains A- as displayed. The order lists AdjustPro's entity license as scheduled to expire on November 30, 2023 and does not say whether it was renewed.

No court case naming AdjustPro Solutions was returned by a CourtListener RECAP search on October 12, 2026 (federal dockets only; state courts were not searched). Whether the company's license is currently active, and what its current fee and cancellation terms are, were not verified for this page. The website BBB lists had no address record in public DNS on October 12, 2026, and some complainants in 2026 describe being unable to reach the office; current operating status was not verified.

How can I file a complaint about AdjustPro Solutions?

DIFI's complaint guide says insurance complaints, including about misconduct by licensed insurance agents, are filed through the "File an Insurance Complaint" form linked from difi.az.gov/file-a-complaint, and that complaints become public records. The Arizona Attorney General's complaint form is linked at azag.gov/complaints, and the consumer line listed by DIFI is (602) 542-5763 in the Phoenix area or (800) 352-8431 in-state. The DIFI order records the respondents' statement that they stopped using pre-signed agreements and removed "free" claims from marketing. Check the fee and termination clauses in the agreement you signed.

How can I check an adjuster's license, and does Arizona give a cancellation right for door-to-door sales?

DIFI's license search page directs users to the NAIC State Based Systems site (select Arizona, Generate a Report, Search Type Licensee); the DIFI order lists NPN 19336967 for AdjustPro and 19319517 for Mr. Smith. Under A.R.S. 20-321.01(A) a person may not act as or claim to be an adjuster without a license. Separately, A.R.S. 44-5004 requires agreements in a home solicitation sale to carry notice of a right to cancel before midnight of the third business day; A.R.S. 44-5001 defines that sale as one where the seller personally solicits at a home without prior invitation. Whether it covers a given public adjuster agreement was not determined for this page; ask DIFI or a lawyer.
