Not compliant with American civil disabilities act of 1962

My father is handicapped and PNJ refuses to put newspaper on front newspaper box so he can retrieve it. This had been done this way for years but with their new carrier it is not. Approximately twelve phone calls have been made to them about this issue. He was told repeatedly that someone will call him back and no contact has been made in return. This has been on going for over two weeks with a phone call to them almost everyday about this issue. We have been fed hot air with promises of fixing the issue and of a return phone call to my father about the issue in which we have not recieved one.
