Business LIED to me as well as to Bill Me Late a Paypal Service

On DEC 19. I Spoke to Paypal concerning a Bill, for a Service Never received from Kittson County Enterprise. I had a 3-way conference call with Paypal with Bill Me Later also listening to our call, I was informed that the newspaper had 7-10 days to contact the aforementioned newspaper. On same date I spoke to Gail Norland about this constant outstanding BILL that we were receiving every month with added late fees included. Gail informed me she never heard anything about these Businesses and that she had nothing to do with them and she could not issue a refund until she received something from Paypal and that I needed to deal with Paypal to resolve this issue. I was informed that Gail Norland was paid in full by Paypal on 22 SEPT. Therefore, this complaint is filed as I was out right lied to by Ms. Norland; Because she was in fact paid in full by Paypal. This matter took alot of my valuable time spent to resolve. When I rec'd an e-mail on 26 DEC at 12:40 pm stating she Gail) had refunded $32.00 and mailed check on that date and " stated " this was quite time consuming on her part with Paypal". Which was a lie to them, and she should have sent the $32.00 back to Paypal not to us. (which total was already paid to ms. Norland). Because as stated above she was already PAID by PayPal on 9/22. For a Newspaper that we NEVER EVER RECEIVED, I do not appreciate being lied to by any business and this Newspaper should have a BBB COMPLAINT AGAINST Gail Norland, Editor, FOR LYING TO PAYPAL AND US. It was my valuable time spent in resolving this matter, not Ms. Norland. Paypal and Bill me Later was over and above helpful with issue on my behalf and I thanked them very much!
