Dispute Over Incomplete Boy Scouts Order Decided for Seller

PayPal failed to protect the Boy Scouts, who had ordered equipment from D&D Suppliers and did not receive a complete order. When the seller did not respond to requests to rectify the transaction, a dispute through PayPal was initiated. PayPal sided with the seller even though the seller is refusing contact or solutions. PayPal continues to support business with the seller instead of protecting its buyers.
