Defective TomTom bought on eBay, money never recovered

I recently purchased a TomTom through eBay using my PayPal account. The seller sent me a TomTom that did not work and then said it was operator error and sent me another TomTom, which appeared to be the same unit. It did not work either, and I returned the unit.
The seller would not return any more of my emails. I tried the PayPal internet dispute site and could not get it to work, so I called a PayPal operator to inform them of the situation. The operator said she would note my call as a claim and told me to continue trying to get my money from the seller. My last email from PayPal said they were unable to get the money back from the seller and that they were sorry.
I will contact my Discover card and file a dispute, as I know they do guarantee things.
PayPal does not guarantee sales. Read their fine print or whatever else they say. Beware of PayPal. They charge but do not deliver if there is a problem.
