Buyer protection claim won after 30 days, never paid

I purchased a home theater on eBay and the items were not as described. The seller ignored every attempt to rectify the problem. I filed a claim under PayPal's so-called buyer protection policy. They found in my favor after 30 days but could not pay me because the seller would not respond. It looks like we can all sell junk using PayPal, because if there is a complaint, you just do not respond and it goes away!
