Dispute Over Wrong Cheap Goods Closed Without Any Investigation

I bought some goods from a seller who uses PayPal as a payment method and was sent something totally different and of very cheap quality. I went to the PayPal Resolution Center, which is why I use them, so that they can resolve any disputes with sellers if I am scammed, and they said I should communicate with the seller. I tried communicating with the seller but received no response.
I then escalated the case with PayPal, demanding a refund so that I can send the fake goods back to the seller. PayPal closed the case without any investigation and said they were not going to refund me. I have been robbed by this seller, and PayPal is condoning it. I would like you to please address this issue. I have supporting documents.
