Dispute Unresolved Over Illegal Windows 7 DVD on eBay

1. PayPal makes it almost impossible to use my credit card for purchases.

2. PayPal failed to close a dispute case regarding a seller who sold an illegal copy of MS Windows 7 DVD media on eBay.

3. PayPal did not respond to my emails when I asked about the case through PayPal's "Contact Us" page. I kept getting an auto reply from PayPal, and when I tried to reply to the auto reply, I got no response.
