Is not sending money due me

For a few years now I have been doing on-line surveys. They give payment thru Paypal. When I tried to get my money from Paypal they said I needed to give them a credit card/debit card. I refused to do that and asked to speak to the manager who told me in order to get my money I had to send them a copy of a photo I.D. And a bill with my address on it. I faxed all the info they asked for on October 15th and have not heard a word from them after calling twice and being disconnected and emailing at least 3 times to get my money. What is going on? I thought that now that EBAY owns Paypal it might be easier but obviously its not. I hope you can help me.
