Caller Promised Card Approval Without CIBIL Report, Then Rejected

Hi.
A person calling himself Arun from Citi Bank, using the numbers 91-8892644931 and 91-8892645459, called me and said he is from the direct Citi Bank credit card processing department and wanted to process my card. I said I have a CIBIL issue and can't get a credit card. He assured me that they are from the upper level, that no CIBIL report is required to get the card, and that I would get the report within 10 days. One of the consultants collected my details.
Now my application, Ref no: 13091138704, has been rejected again. The guy who called me is not receiving my calls now.
Why are bank people giving customers wrong details and indirectly damaging our CIBIL score? I will register a consumer complaint on this. The bank needs to answer to me in court.
