Crediti card application provider Providing wrong information - CITIBANK REWARDS CARD

Hi.
One of the person saying arun CITI bank from this number (91-8892644931 and 91-8892645459) called me and said he is from direct citi bank CC processing department and he want to process my card. I said i have CIBIL issue and i cant get CC, he assured me that thy are from upper level and no CIBIL report is required to get the CC and i will get the report within 10 days. And one of the consultent collected my details.
Now again my application Ref no: 13091138704 is rejected. The guy called to me is not receiving my cal now.
Why bank people are sucking the customers by providing the wrong details and screwing our CIBIL score indirectly?
I will register the consumer complacent on the same. Bank meed to be answer to me in court.
