Insulation purchase over $250, $75 rebate gift card never arrived

In October I made a purchase of insulation from a Home Depot. The program stated that by making a purchase of $250.00 or more, I would receive a $75.00 gift card in the mail via a rebate. It is now April.
After numerous calls I am still not getting anywhere, just nasty customer service people from the rebate center. They currently claim that the form was not complete, and each time it is a different excuse. Luckily, I made copies of all my receipts, and when I mailed out the rebate forms they were sent certified to cover the date and time they were sent.
Home Depot doesn't want to have anything to do with it. One of the managers at the store did not want to deal with it at first. He claimed to me that he had never heard of such a thing. Moments later, when passing by, he commented to an employee that it is getting annoying to cover up for other people's mistakes and that he did not want to get in the middle (pertaining to rebate programs).
If you sell something and market it in your store to attract people to make the purchase, one should stand by one's word. If not, why should I or anyone else pay for anything in your store? I should be able to walk in, take what I need and make a donation in return of what I feel it is worth.
The bottom line is that all such rebate programs should be offered at the time of purchase. Enough of these games.
