Planer Rebate Never Received After Sending Copy of Receipt

I bought a planer at Home Depot that came with a $50 rebate and a manufacturer's warranty. To receive either one, an original receipt had to be sent to each party. I asked two clerks about it, and both said I could send Home Depot a copy and still get my rebate.
When the rebate never came, I phoned Home Depot and was told an original receipt was required. I explained the situation, and they promised to investigate. On a later call I was told they did not even have the copy, although the earlier customer service rep had mentioned it.
I believe they do all they can to avoid paying rebates. The process is made difficult on purpose so that people give up.
