Package given to neighbor without permission and opened

I had a delivery that the FedEx delivery person let a neighbor receive and sign for. That neighbor gave me the package already opened, saying that he thought it was his package. I called FedEx, and all they said was that they apologize for the inconvenience. I told customer service that in the future they should re-route the package instead of letting a neighbor receive it. She said they cannot because they need my permission. Isn't that stupid?!!! The package was left with a neighbor without my permission!

They should learn from UPS. They always leave notes when they do not find the customer, and they leave contact numbers to schedule delivery or pickup. At least that is my experience with them.
