Rude branch manager refused to open account on second visit

I went into the Citibank branch located at 1398 Fulton St, Brooklyn, NY. The manager there is very rude and talks to people, including myself, with no kind of personal experience. I went to open an account and waited 1 hour to speak to someone. The first time I went, some documents were needed, so I left after being told I couldn't open an account.

I returned the following day with the document that was needed. When I arrived, they remembered me, and I was told that she was not going to open an account and did not want to speak to me. I had no choice but to leave. I felt so ashamed, and they were standing there talking about me.

I want to know: can they tell you that you can't open an account with Citibank?
