International Package Not Dropped Off Despite Signed Door Tag

I had an international package to be delivered by FedEx. After the first attempt, I left a signed door tag. However, they still did not drop it off, saying it was an international delivery and they do not drop those off. I had requested delivery after 6pm, but then I was called and told that it was not possible. In turn, I requested a 1pm delivery. I took an hour off from my office and came back home to receive the delivery. It did not come for about 4 hours.

I have a day job, and this is really annoying service by FedEx. I do not think I will be using it again.
