Verizon Business Customer Service is woeful - Verzion for Small Buxiness

I am discouraged. Does Verizon support small business or give lip service? I have a buried cable that got severed. They ran a temporary line and put the job ticket in for repair. Eleven days later I am on my third job ticket [other two were lost in the system] and no resolution in sight. Miss Utility rep tells me Verizon lied when they said order was put in. They have no record. Will someone please help? Two years ago I had to contact a District Supervisor and beg him to come out. When Verizon works it is great, but if you have a problem, watch out. I am one out of a million business customers with no voice!
