10 other people including myself were frauded by a guy named Paul Millard on Ebay selling FAKE MOVADO MEN'S WRIST WATCH. I have never received my watch since paid him immediately after auction ended on Ebay. Paypal's policy states:

You Must File a Claim Within 30 Days. If you pay a seller who does not ship the promised goods, or who ships goods that are 'significantly not-as-described', you should first contact the seller and attempt to resolve the dispute. If you are unable to resolve the dispute in this manner, you should then file a Buyer Claim with PayPal as soon as possible. You can file a Buyer Claim by going to the "Security Center" link in the footer of any page on the PayPal website. Complaints must be filed no later than 30 days from the date of payment.

PayPal will investigate your claim, contact the seller and, if the seller does not present appropriate proof of delivery, a full refund or other evidence of a satisfactory resolution, PayPal will reimburse you up to the maximum amount specified above,

And will use reasonable efforts to collect from the seller any additional amount you paid above the maximum. PayPal may also limit the seller's access to his or her PayPal account. If your payment was funded wholly or partly with a credit card, PayPal will reimburse you (up to the maximum) first by issuing a refund to your credit card, and then by crediting any remaining amount to your PayPal balance.

The problem is Paypal refunded another member in the same situation like I am in but not to refund me. Why? I don't know. I will not let them go this easy.
