Loan Modification Application Closed After Four Resubmission Requests

I have applied to chase mortgage modification program. They have requested re-appication four times. They have now informed me that they closed the account due to missing paperwork and would i like to re-apply.
I believe that they are creating paperwork to stay busy and they have no intention of modifying anyones mortage.
