Absurd Electrical Bill!

I have never used electricity so much to pay more than $60/month including heater and a/c. Ever since I moved into this apartment complex, I pay over $80 just for the two weeks sleeping in the apartment. The other two weeks of the month I was out of two with nothing was on except the refrigerator. I brought up this issue with the manager many time and they said that their meter have been certified and nothing could have been done for this. The last month electric bill was $367.59 for November in Imperial county. Compare to $35.74 at my new apartment for December and $29.79 for January. I could not reason out the different. I have another family living with us and we cook every day and I pay much less than when I lived by myself cooking once a week. This is ridiculous. If anyone know what I could do about this problem and voice this to the community so other won't face the same challenge renting and have to get stuck with the contract for one year and not able to do anything about this.
