Overcharging for electricity and found out they have an F rating with BBB

Currently, we are ONLY allowed to use a company called CoServ (for electric) in the apartment I live in. They charged me 350 for the month of January! We were out of town for 2.5 weeks in January leaving EVERYTHING turned off. How can our bill be so outrageous? Keep in mind this is a TINY apartment. Every bill has been 150 or less and that is for regular usage from me and my kids. I explained to CoServ that we weren't even in town and and they said - "too bad". I asked them to please come to my apartment and prove usage or to re-read meter and they will NOT do it. I've emailed 3 times and they have not responded. I know they rec'd my emails due to automated responses confirming that they rec'd them.
