Package to Venezuela sent August 17 still undelivered

I sent a package to Venezuela on August 17th and it has not been delivered yet. The receiving party and I have made numerous phone calls to FedEx offices in the USA and Venezuela to no effect, and we are only told that it will be delivered tomorrow. Tomorrow has not come yet after almost 35 days.
